In August 2009, Kaveh Haji Ali Akbari, CEO of the Tehran Municipality Renovation Organization, said: "Government agencies have not yet handed over even one square meter of land for the implementation of this project (national housing)."

On the other hand, the MPs intend to allocate the land in the possession of government agencies, which is now unused, to the construction of housing units in the form of a plan to jump in production and housing supply. In this regard, Iqbal Shakeri, a member of the Civil Commission of the Majles, said: The executive bodies must register the lands under their control in the system of the Ministry of Finance; Because all the lands have been entrusted to the authorities as government assets. He pointed out: "According to this plan, the executive bodies must receive a single-page document for the lands under their control, which will automatically be registered in the system, and the assets of the bodies and the government in terms of land will be completely clear and transparent."
The representative of the people of Tehran, Rey, Shemiranat, Islamshahr and Pardis pointed out: the lands that the Ministry of Roads and Urban Development recognizes that are needed for the construction of residential units should be announced to the relevant body and the said body will give the land to the Ministry of Roads within a certain period. Put. Otherwise, the property registration organization must build it within two months with the aim of building housing in the name of the Ministry of Roads and Urban Development.
According to Shakeri, the use of government lands for housing construction will allow the surrounding lands and towns to be vacated and given to the Ministry of Roads for housing construction, in which case the units will be built in terms of water and electricity infrastructure, transportation routes and transportation. Public transportation will not be a problem, and what is happening to some towns is due to the remoteness of city access and the high cost of providing infrastructure.
Therefore, the report is stipulated in Article 10 of the Urban Land Law approved in 1987. And all revolutionary foundations and institutions will be provided to the Ministry of Housing and Urban Development.
Therefore, taking land from government agencies, banks and affiliated organizations has been in the law for many years, but it has been less practiced. It remains to be seen whether, given the resistance of government agencies, the parliament and the government can bring real estate and land owned by government agencies to housing projects in the form of two programs: a leap in housing production and the establishment of a real estate and housing system.
