Land management plan was first considered in the country in 1975. Despite the fact that almost half a century has passed since the issues related to land management were raised, a comprehensive and complete land management document has not been prepared yet. This lack of consensus has led to continued regional inequalities and failures in development policies. The reliance of the country's economy on oil, the traditional planning system and the rent economy should be named as the most important factors of failure in this direction and stressed that there is still a long way to go to rely on land management goals in the development path. It should be noted that Iran has rich mineral potential. Capacities that are occasionally referred to as mandatory in the path of economic development.

These mineral resources are the basis of the formation of the mining industry. But over the years, the choice of a suitable location for the construction of the mining industry has been debated. The construction of these industries in each region promises the growth and development of infrastructure, as a result, most of the political conflicts for the construction of mining industry units are formed between policymakers and influential people. As in previous years, we have witnessed the construction of several steel units in the desert and arid regions of the country. Of course, justifications such as easy access to raw materials and proximity to mineral reserves for the construction of these units are always proposed. But most steel activists believe that the construction of an industrial aquifer in arid areas is unjustified, because even if it is based on water transfer, meeting the drinking needs of the people is a priority. In addition, this crisis is becoming more serious day by day and with the possible spread of drought in the coming years.

Of course, policymakers have not been satisfied with the construction of steel industries in the arid regions of the country and, knowing the lack of water, have built a pipeline from the Persian Gulf to these areas; The first phase of the project has been put into operation regardless of economic justification, and the other phases are underway. Those in charge also proudly refer to these projects as a national honor, regardless of the cost of water transfer and its environmental consequences. Now, all these challenges should be noted, the limited life of mines compared to the life of the steel industry; In other words, in the not too distant future, with the depletion of iron ore reserves in the provinces in question, the activities of steel units in these areas will have no economic justification.

It seems necessary to pay attention to the fact that carelessness in the construction of industries does not go back only to steel. In other cases, we have witnessed the influence and misplacement of the construction of the copper industry and ignoring the environmental risks caused by it. This recklessness in the lead, zinc and aluminum industries has taken on a different color and smell, and we are witnessing the construction of units with capacities far lower than the global scales.

These mistakes, in addition to the damage they do to the environment, also reduce the competitiveness of these industries at the international level; As a result, with the slightest shock in the world economy, we are witnessing serious damage to the performance of the country's mining industry activists.

It seems necessary to pay attention to the fact that the construction of the mentioned industries provides the ground for job creation and elimination of deprivation from different regions, but the industry that is not competitive does not have a long life and we should not hope for the continuation of these industries. Unfortunately, over the years, significant capacities of these industries have been wrongly constructed. Returning from this wrong path or continuing it will both incur heavy costs.
