In general, land management refers to the methods and approaches used by the private and public sectors in order to influence the distribution of population and activities and improve resource productivity according to existing natural and human capacities in spaces with different scales. The most sustainable arrangement that results in three important components of a region or territory's population, capital, and natural and environmental resources is called a land use plan.

According to the International Iranian Stone Exhibition, land management in today's professional and academic system of Iran refers only to spatial planning on a national and regional scale, but in the global professional system, it is part of the general concept of urban and regional planning.

In general, land management refers to the methods and approaches used by the private and public sectors in order to influence the distribution of population and activities and improve resource productivity according to existing natural and human capacities in spaces with different scales. The most sustainable arrangement that leads to the three most important components of a region or land's population, capital, and natural and environmental resources is called a land use plan.

The effectiveness of development plans in terms of productivity and GDP per capita in recent years is clear and can be compared with other countries. Now in the mining sector, it can be specialized to determine to what extent the country in recent years, given the existing capacities in different regions and provinces, both in terms of mineral and natural resources and geographical area, has been able to properly exploit due to the important feature Achieve sustainability in land management plan and what will be the effectiveness of human capital as an important part in mining management. What is the country's history in the field of land management, especially in the mining sector?

Land management means achieving the most desirable form of population distribution through the best form of economic and social activity in the land area; This means designing programs in such a way that there are economic activities in the country that are homogeneous to the population of that area; What is traditionally present in the country is that approximately 89% of the population live in only 45% of the area and 10.2% are present in the rest of the country. This shows that it is necessary to address this issue so that the geographical area of ​​the country is more evenly distributed among the distribution of the country's population.

The law on land management plan was announced once in 1371 by the vice president that land management should be done based on economic, infrastructure and service activities. In terms of economic activity, agricultural economic activity, construction and road construction were considered, and the discussion of mining and its details are not mentioned in the text of this regulation. In practice, instead of formulating a mine management plan, a different mine roadmap was presented based on a kind of task divisions. Whereas the mining roadmap means that, according to land management, priority areas for mining should be "assigned" in terms of population and population acceptance, as well as negative migration and mining activity; The role of areas in terms of division of labor and continuity of mining activities and determining employment prospects and its distribution in different areas of the mining chain should also be specified.


If we consider mining as a chain from exploration to production of the parent industries, we must consider the distribution of all its different parts and we must consider the perspective for all its parts. When this happens, it is part of a long-term plan that may become a multi-year horizon of the country, based on which short-term and medium-term planning can be done. If we look at the mine roadmap as a long-term vision and plan, no general measures have been taken to manage the mines. Exploration and commissioning of priority mines based on the population of the region and provincial and employment capacities have not been studied and the role of areas has not been determined according to the division of labor and settlement of the population in those areas as well as the production chain. According to these points, we realize that planning has not been done in the field of mines and no importance has been given to its development.


What do you think is the reason for not paying enough attention to the general formulation of the mine management plan?

Regarding the lack of a general plan for mining in general, the problem that mining activists have realized is that mining as an important economic point is still in the eyes of our government, despite the fact that there is a lot of discussion and slogans in this area; Even the Supreme Leader of the Revolution has emphasized on the proper operation and management of the mines, but what can be seen is the disregard for the specialized planning and complex problems of the mining field. For this reason, the general plan of mining management has not been developed by the country's program and budget organization yet.


In your opinion, what is the appropriate solution to start developing a mining plan?

One of the solutions to formulate the general plan of the mining management plan is to first prepare a suitable mining roadmap, but not in a segmented way; If you look at the current roadmap, you see that the divisions are functional. In this roadmap, it seems that there are a number of organizations and institutions in parallel, among which the job descriptions are being divided, not based on the environment and population in each area. According to experts, with the creation of land management plan in the field of mines, the problems between institutions and organizations in the field of mining will be reduced. For example, by using resources more efficiently than available reserves and populations, we will see a reduction in problems, including widespread environmental damage to a particular area.

Developing a general plan for mining management requires the cooperation of which of the country's organizations?

It can be said that in a way, the first level of the country and the presidency decide on the implementation and formulation of the mine management plan; By the order of the President, this plan should be formed in the country's program and budget organization, and in the national declaration, the plan for mining should be done in all parts of the country; As in previous years, the implementation of this plan was announced by the government and the planning plan was formed nationwide in different areas of the country. Also, while announcing, the government should make the necessary cooperation in order to advance the goals of the mining management plan and make it as good as possible by the mines.


Do you think the mining plan can affect the issue of reverse migration and attracting human capital to the mines?

The mining sector as an economic stimulus sector can have a direct impact on the number of employees in mining areas and, as can be seen, with the exception of specialized engineers whose presence is required for some mining processes, most miners are indigenous people living in mining areas. Following the implementation of the mine management plan, effective employment will be created for people living in the regions, but the employment issue is not the only reason for people migrating from some rural and urban areas to large cities. If we want to speak according to statistics, about 87% of our employees are in the western and northern parts of the country and the rest are present in the eastern and southern regions. 88.6% of the country's highways are located in the northern and western parts of the country and more than 68 Percentage of electricity supply is allocated to the northern and western parts of the country. These statistics show that we are facing a lack of development of facilities throughout the country. Lack of integrated allocation of facilities across the country, has caused the migration of indigenous people and in the absence of amenities for living, only employment in the mining sector. It cannot meet the needs of the people of the region and the dramatic growth of reverse migration.
