Details of MPs plan to increase housing production
Deputy Minister of Infrastructure Research, Parliamentary Research Center: This center has presented 14 proposals to the members of parliament regarding the mentioned plan.

History of production and housing leap project
He explained the history of the housing production leap plan and said: this plan was proposed by a group of MPs as a matter of urgency; Therefore, it had to be examined in a limited time. For this purpose, several meetings were held with the Civil Commission of the Parliament. In these meetings, we tried to deal with the pathology of this plan by interacting with the Civil Commission of the Majles.
The Deputy Minister of Infrastructure Research of the Parliamentary Research Center stated that the plan to increase the production and supply of housing can fill the housing construction gap in the last 7 years, adding that the plan envisages the construction of 70- to 100-meter units.
There are drawbacks to the housing production leap plan
He then said that the plan to jump production and supply housing is a good idea, but there are some problems that must be solved, he said: The plan to jump production is very good because housing construction at this scale can lead to prosperity and jump in production Be in the country because construction is something that different industries are involved with and with its growth, they become mobile and dynamic.
The goal of the production leap plan is not 1 million units; It is 600,000 units
Shahani considered deprivation elimination as another positive consequence of the mentioned plan and said: in the plan of jumping housing production, despite the number of one million that was mentioned in the press that the government is supposed to build, but in this plan the government is obliged to build 600,000 houses annually. Another 400,000 units are being built by the people.
Emphasizing that Mehr Housing was the largest implemented and successful housing project in the country, the Deputy Minister of Infrastructure Research of the Parliamentary Research Center added: "Of course, this project had some problems, which we tried to minimize in the production leap project with pathology."
He said: "The plan to jump in production and supply of housing returned to the commission from the court because of its problems." To solve these problems, Alireza Zakani, the head of the center, and I, as the deputy director of infrastructure research, attended the civil commission and explained the center's views. Thus, the Civil Commission of the Majlis provided us with the plan in order to solve its problems with its expert work; So we organized several meetings and tried to see all the answers. We also interacted with other deputies of the center, including the economic deputy. Finally, we submitted the amended draft proposal to the Civil Commission with suggestions. I myself presented these points in three sessions in the commission. Finally, in these three meetings, the necessary conclusions were reached and most of our proposals were approved by the Civil Commission.
The cleric said, "I am proud that I did not build a residential unit."
Saying that the Parliamentary Research Center is the expert arm of the parliament, Shahani continued: "Unfortunately, in the 11th and 12th governments, one of the honors of the then Minister of Roads and Urban Development was not to build a residential unit." The president later announced that we were doing poorly in the housing sector, which eventually led to a change of minister.
He said that the housing plan will fill the housing gap in the last 7 years (the 11th and 12th governments), adding that if the housing sector flourishes, it will reduce deprivation in the country and increase people's welfare because most of the household expenses belong to To the realm of housing.
In another part of his speech, he stated that housing is a concern of all people, especially the lower deciles of society, he said: One of the disadvantages of Mehr housing was that housing units were built on the outskirts of cities that have transportation problems, because mainly in Metropolises were built on the outskirts of cities. Hence, one of the priorities of the project is the leap in housing production inside cities and dilapidated structures.
14 Suggestions of the Research Center to modify the plan of housing production leap
He said that we presented 14 proposals to the parliament in this plan, of which 12 proposals were considered and two other proposals are hoped to be considered in other plans, he said: "Our first point was to determine the annual housing production needs in the country." . This evaluation was based on the performance statistics of previous years. The housing plan aims to build one million homes, but that one million is not just the government.
He continued: "The experience of the past years shows that people build 400,000 houses annually; Therefore, the task of the government is to build 600,000 houses every year. In the area of the private sector and the construction of the people, we just have to facilitate. Because at present, the construction of housing in the country takes two and a half years, which takes a year and a half for administrative work and obtaining a permit.
Government housing projects are moving from the outskirts of cities to the city
Shahani added: The second point was the location of the plan. By eliminating the shortcomings of the previous plans, we tried to take the best possible action in this regard. Because if these houses are built outside the cities, we will have problems with housing and transportation again. Also, the construction of these units will not have much effect on housing prices in cities, especially in metropolitan areas.
The professor of Khajeh Nasir University stated that we have made priorities in this regard, which was considered in Article 13 of the plan: We have set four priorities for the Ministry of Roads and Urban Development. The first priority of this ministry is to use the inner city lands that are in a dilapidated context and informal settlements. With this measure, both the worn-out structures will be renovated and the constructions will be inside the city and we will not have Mehr housing problems. This will also solve the problems of informal settlements.
He stated that the second priority is lands connected to urban structures and said: these lands should be located in the city by changing the use. The third priority is the use of government lands. Also, the fourth priority is to use the lands that the Ministry of Jihad for Agriculture is obliged to provide to the Ministry of Roads.
The Ministry of Jihad should give 8,000 hectares of its lands to the Ministry annually
Shahani added: "Our proposal was that the Ministry of Jihad for Agriculture be obliged to provide a maximum of 8,000 hectares of land annually to the Ministry of Roads and Urban Development for the construction of 600,000 housing units." Assuming that all lands are provided to the Ministry of Housing by the Ministry of Jihad for Agriculture, this amount of land is required annually.
The Civil Commission forgot to give the roof to the court
Regarding the determination of the ceiling, he said: "We set this ceiling so that, God forbid, there is no discussion of rent-seeking and land-grabbing in this plan;" Therefore, we suggested planting a maximum of 8,000 hectares a year. Every year, the Ministry of Roads must submit a performance report, and if it does not use this amount of land, this field will be deducted from the government's account next year. The ceiling was approved by the commission, but it was omitted in the draft plan, which we hope will be taken into consideration.
He stressed: The main philosophy of the production leap plan is to build affordable housing by eliminating the cost of land. In this plan, the lands of government agencies within the cities should be provided free of charge to the Ministry of Roads and Urban Development.
Procurement of materials from the mechanism of commodity exchange
He also announced the support of facilities for the deprived classes, supply of construction materials and… for the project of production leap and supply of housing and said: in the mentioned plan, the Ministry of Economy is obliged to cover the risk of supply of construction materials through the commodity exchange.
Government housing units; 70 to 100 meters
Shahani mentioned the next issue as determining the area and said: in this plan, we considered the net area to be 70 to 100 meters. In metropolitan areas, houses should be smaller, in smaller cities, and in larger villages.
The National Housing Fund and the Supreme Housing Council are established
Shahani then explained the issue of financing the housing project and said: "We made two specific proposals for financing." The first proposal is to establish a National Housing Fund. The plan also includes the High Housing Council, which is chaired by the president, with the first deputy chairman and the minister of roads and urban development, the secretary of the council and relevant ministers.
He continued: "One of the financial sources that we proposed for the National Fund is to pay taxes related to land, housing and real estate in this fund." The next source is the use of projected resources for the housing sector in the annual budgets. Also, the resources obtained from the return or deferral of credit lines in the housing sector are sealed. Other sources, such as the use of donor capacity, have also been considered.
Regarding the use of these resources, he said: "Land construction has different dimensions." Expenses such as landscaping, obtaining permits, building a mosque, school and other expenses that we have foreseen the location of these expenses in this plan. These costs are funded by the National Fund.
The profit of the construction loan in the housing production leap plan is 18%
Regarding the second financial source of the housing leap project, Shahani said: "We decided to use bank facilities." The profit of these resources is 18%, which also provides subsidies to the deprived classes; This subsidy is also provided by the National Housing Fund. In this plan, we oblige banks to allocate at least 40% of the remaining changes in payment facilities to the housing sector in each fiscal year at the rate approved by the Monetary and Credit Council. The balance of the account and book facilities is clear and is specific to the monitoring devices.
He stated: Last year, the total bank facilities given to the people was one thousand thousand billion tomans. In the same year, the payment facilities to the housing and construction sector were 70,000 billion tomans, which means 7% of the total facilities paid by the country's banking network. Of this amount, about 35,000 billion tomans has been in the housing sector. Of this amount, about 18,000 billion tomans were bank arrears, in fact, only 18,000 billion tomans have actually been paid to the housing sector. But according to our estimates, 160,000 billion tomans will be obtained from the amount of facilities granted. This is while last year the total development budget of the country was 67 thousand billion Tomans. This means that the budget we have predicted is about 2.5 times the development budget of the whole country last year. The predictions we made do not cost the government money, but the banking network lends and receives interest.
Class division of people into 4 groups
He continued: "Another proposal we made was a step-by-step support in allocating financial facilities." Clearly, we divided people into four groups: deprived, low-income, relatively high-income, and high-income. The plan is written in such a way that everyone can use it, but for example, other beneficiaries should not receive subsidies. We wanted to specify these four categories in the plan itself, but the commission did not agree and it was decided to specify it in the method of the Ministry of Roads. Of course, we hope that this will be seen in the law itself in order to avoid the exercise of tasteful opinions. Of course, in the note of Article 16 of this plan, facilities have been considered for the clients of the Relief and Disabled Committee of the Welfare and Veterans Organization under the auspices of the Martyr Foundation.
He considered the seventh proposal of the Research Center regarding construction materials and said: "In this plan, we proposed that the Ministry of Economy be obliged to provide risk coverage in the supply of construction materials so that if fluctuations occur, it can plan through the commodity exchange so that people do not lose." The Ministry of Silence is also obliged to supervise the construction materials to reach the builders at normal prices.
Agricultural lands are not inhabited
Shahani added: "In the eighth case, we considered the environmental aspects of the plan, which was neglected in the plan of the representatives, which was welcomed." We also suggested the ninth proposal regarding fertile agricultural lands, forests and pastures. Fertile agricultural lands and pastures and places used by nomads cannot be used to build housing.
He added: "International statistics show that between 1961 and 2013, Iran faced a 77 percent decrease in per capita agricultural land, orchards and pastures, and was ranked twelfth in the world in the destruction of these lands." I also point out that we emphasized the observance of Islamic and Iranian culture in the construction of these buildings.
He added: "Our eleventh proposal was about the need to observe strength and safety against natural disasters, which was not considered in the plan." The issue of building supervision and passive defense was also considered.
The Ministry of Roads is launching a system for allocating government land to housing production
The deputy director of the Parliamentary Research Center continued: "Our twelfth proposal was to discuss monitoring and supervision in this grand plan." Mechanisms for this were seen in Articles 20 and 22 of the draft. The Ministry of Roads is obliged to report on its performance once every three months, and we anticipate that a system will be considered and the allocated lands will be registered in the system.
Shahani said: "We did not make two other proposals in this plan." Of course, we emphasized in the expert report. One of these suggestions is implicitly seen in the plan, and that is the discussion of cosmetic considerations. Considering the comparative advantages of different regions should be considered in the construction of buildings.
He continued: "For example, some parts of the country migrate first and due to economic problems, its inhabitants migrate to metropolitan areas." Well, we should not look at building in big cities and forgetting small cities.
Suggested by the Research Center to use the professional rental system
Regarding the latest proposal of the center, the deputy director of the Parliamentary Research Center said: "The last proposal is the discussion of a professional rental system." There is an index in the world in terms of per capita housing. Housing ownership per capita in Iran is 1.05; Therefore, the situation of housing ownership in Iran is not bad. On average, every Iranian household has a house. Of course, this is not the case because some households have some housing and some do not. We have a problem with distribution.
Shahani continued: In the world, it is not the case that all people have real estate. There are tenants, but in our tenants, the people are the landlords. But in the professional rental system in developed countries, municipalities and governments provide land to the private sector to build and rent out complexes, and they support these constructions with supportive policies.
