First of all, I need to thank the efforts of the esteemed members of parliament, specialized commissions, the research center and the members of the esteemed integration commission for their tireless efforts to review the budget bill of the entire country.

Examining the approvals of the Joint Commission, such as reducing the tax rate on profits of legal entities, contains positive messages to pay attention to the productive sector of the country's economy. However, the effects of some decisions, such as increasing the price of fuel and electricity for a significant part of the industry or increasing the price of currency, need to be further examined. Therefore, I ask the esteemed Speaker of the Parliament to order the economic activists to present their points during a meeting.

Since its inauguration in June of this year, the 11th Majlis has always considered issues such as improving the business environment and promoting economic indicators as its main programs. The implementation of these programs requires tools and mechanisms, the most important of which are the adoption of the law and, most importantly, the exercise of supervision.

One of the shortcomings that has become apparent in the legislative system, especially in recent years, is the enactment of numerous laws on issues that previously existed in the legal system or similar content but have not yet been implemented.

The legislative approach instead of the regulatory approach has caused the legal system to not only not solve the current problem due to the lack of a drafting and revision process, but also to increase the burden of laws, regulations and inflation of laws.

This caused the country's economy to shrink by about 11 percent last year compared to 1396, and in the last years of this decade we are witnessing a deepening of the recession.

High average and double-digit inflation has become a structural problem of the economy, recording 34.4% inflation last year and 30.5% inflation in the first 9 months of this year confirms the loss of inflation control.

Record negative growth of 12.3 percent and negative 5.9 percent in the formation of gross domestic fixed capital during the two years 1397 and 1398 means that there is no incentive to invest in the inflamed environment of the country and unfortunately for the first time in the history of the economy last year, capital depreciation The rate of capital formation increased.

This situation requires that the future policies of the country be chosen intelligently and away from repeated trials and errors, so it is necessary that the process of preparing and approving the seventh development plan be done without haste and based on expert work with fundamental changes in thinking. Be done about program missions and expectations.

The Iran Chamber, as a representative of the private sector and advisor to the three powers, is based on pathology and, taking into account the current state of the country's economy and in order to achieve the desired and development-oriented model, calls for change management in the Seventh Development Plan. In recent years, the Supreme Leader has repeatedly emphasized that the only gateway for the transmission of life, light and energy to the country is the one that opens to the country, and producers are the breakers and the forefront of domestic production and economic prosperity and public welfare. .

At the same time, serious policy-making efforts are not seen in favor of the productive sectors of the country's economy, and the main slogans and decisions of the officials have the color and smell of various subsidies, and not the strengthening of production.

In a meeting with a group of producers, he strongly advised public non-governmental organizations and said: in economic affairs, they should not compete with the private sector at all; Enter places where the private sector does not have the necessary power, facilities or desire; If the private sector enters after a while, public non-governmental organizations will migrate from there to a more remote and more difficult place and work and invest there and avoid competing with the private sector. In practice, we see that the private sector has been eliminated due to unfair competition in many areas, and the ground is not smooth for activity.

Put aside expediency in presenting a realistic picture of problems and the economy

The economic problems of the society have become so obvious that any expediency can not hide it. The root of the problems must be seen in economics and the roots of economics in production; The roots of production success must also be seen in the private sector; But we can not see this developmental sequence in Iran continuously and steadily in the context of time.

Numerous indicators published by the official organizations of the country show that we have nothing to say in the economy and we can not consider ourselves a player in the economic field. This feature, however, is the opposite of our country's potential political and security capabilities. Numerous official indicators show that the state of production is not at such a level as to contribute to economic resilience. Historical experience also shows that the official institutions and structures of the country have not been the consolidator of production except in a few periods. Iran's historical experience shows that the private sector of production has not been worthy of its dignity, and on the contrary, wherever the opportunity arises, the private sector of production, and especially the real type, has been hit.

In all periods, many private sector activists have done their duty in the national interest; Especially in difficult times such as the imposed war, when both the Imam and the Supreme Leader have repeatedly praised the activists and the sacrifices of the producers. Even in recent years, the country's official published indicators clearly acknowledge the outstanding service of the private sector in the important issue of employment. For example, the statistical yearbook of 1397 shows that from 1380 to 1397, the share of the private sector in employment has increased from 77.8% to 84.5. One of the important roots of such a situation in the economy is the lack of attention to the words of the leadership on February 20, 1985, which have considered the main basis of the economy in increasing national wealth and then its fair distribution and the former as the second condition. But by placing them without the presence of the private sector under the words "sovereign decision" and the like, it is feared that by distributing various resources, they have sought other purchases than the development of the country.

The result of such an event is manifested in incomplete contradictory laws, and by referring to the instructions of the executive branch, we often encounter the security of laws and instructions, which sometimes even affect the existing laws. On the other hand, the same faint role of the ornament of the private sector councils is disappearing one by one. For example, out of about 12 members of the Monetary and Credit Council, only one vote belongs to the private sector and one vote to the cooperative sector. The way to save the country's economy depends on production. The way to save production and exports is to strengthen the real and committed private sector. Of course, there may also be corrupt economic activists in manufacturing and the private sector, and we strongly believe in severe punishment for these stigmas.

The result of such procedures is the turmoil in the market of our country's current economic problems, much of which is inefficiency in decision-making. Therefore, we should put aside expediency in presenting the real problems and our economy, because the solution to recognizing the problems and mistakes and the consensus of the academic elite and the real private sector, not in words but in deeds, must be achieved.

He sees the solution as implementing the policies of the resistance economy. While he makes such clear and precise statements, we are facing a destructive dichotomy between national security and the country's economy. As the Supreme Leader has said, security is not only against the country's economy, but also an important aspect of the country's power.
