Roghani Golpayegani said: "Everyone who is involved in economic policy issues believes that the main problem of Iran's economy and business environment is the multiplicity of laws, not the lack of law."

The head of the Industries Commission of the Iran Chamber said: In 2012, the Islamic Consultative Assembly, in a fundamental action for the country's economy, passed a law to improve the business environment, but unfortunately, in the current situation, there are no good statistics in this area. According to surveys of economic actors, there have been barriers to the business environment, the first and most important of which are unpredictability and constant changes in raw material prices, instability of policies, rules and regulations, and the difficulty of financing, as well as the unpredictability of the business environment. Roghani Golpayegani continued: "Laws for continuous improvement of business environment is one of the prominent laws approved by the parliament and that is why we believe that the interaction of the Islamic Consultative Assembly with the private sector is more and more important than other powers." According to Roghani, Golpayegani, one of the most important demands of the private sector from the 11th parliament is to monitor and control the implementation of laws and, of course, to pass laws; Disruptive production laws must be identified and refined.

He continued: The private sector believes that the parliament has always sought to strengthen the private sector; Many laws have been passed with a view to supporting the private sector, but in practice it may have gone through a different process.

Roghani Golpayegani referred to Article 44 of the Constitution and said: "The expectation of the private sector from the 11th Majlis is to identify and plan the right procedures in order to properly implement this principle of the law."

He continued: "Of course, Mr. Qalibaf, as the speaker of the 11th parliament, has been doing executive work for many years and knows the executive trends and the economic knot in practice." I think in many places they agree with the private sector, and we hope that this trend will continue so that the shadow of the state becomes more and more diminished and smaller.

Roghani ‌ Golpayegani emphasized: One of the problems in the field of laws is the weakness in supervision; While good laws may be passed, they are not monitored. We have enough laws that can meet some of the demands of economic actors, but these laws are either not implemented or there is not enough oversight of their full, accurate and sufficient implementation.

He pointed out that the current parliament should seek to deregulate and revise laws instead of legislating and regulating. Excessive and cumbersome rules should be put aside and the monitoring mechanism should be activated accurately and completely.

Roghani Golpayegani stated: If the government and parliament seek to increase the efficiency of enterprises and labor, these businesses will seek to develop and increase their capacity, and at the end of this situation, we will have increased employment and GDP growth.

According to the head of the Industries Commission of the Iran Chamber of Commerce, the 11th Majlis should focus on economic issues such as controlling inflation, controlling liquidity, reducing inflation, downsizing the government, privatization in the true sense of the word, and improving the business environment. In the field of business, laws must be enacted so that individuals and private sector activists can continue their activities without worries and increase the country's production with peace of mind.
