The Deputy Minister of Infrastructure Research of the Parliamentary Research Center stated that the project of leap in production and housing supply will fill the housing construction gap in the last 7 years, and said that in this project, units of 70 to 100 meters will be built.

According to the International Iranian Stone Exhibition, Amir Reza Shahani stated in a press conference analyzing and reviewing the housing production and supply plan: In connection with the said plan, several meetings were held with the Civil Commission of the Majles, which aimed at pathology and interaction with this commission.

He continued: "Although the plan to jump in production and supply of housing is a good idea, but we knew the drawbacks of this plan that we needed to correct."

He reminded that in this plan, the government is obliged to build 600 thousand houses annually, and said: another 400 thousand units will be built by the people. In addition to boosting housing production, this plan is also one of the achievements of the production leap plan.

Emphasizing that Mehr Housing was the largest successfully implemented housing project in the country, the Deputy Minister of Infrastructure Research of the Majles Research Center added: "This project had some problems, which we tried to minimize in the production leap project by pathologically."

Shahani, stating that the Parliamentary Research Center is the expert arm of the parliament, continued: "Unfortunately, in the 11th and 12th governments, one of the honors of the then Minister of Roads and Urban Development was not to build a residential unit." The president later announced that we were doing poorly in the housing sector, which eventually led to a change of minister.

He emphasized that the plan to jump in production and supply of housing will fill the housing construction gap in the last 7 years (the 11th and 12th governments).

In another part of his speech, he stated that housing is a concern of all people, especially the lower deciles of society, said: One of the disadvantages of Mehr housing was that housing units were built on the outskirts of cities that have and still have transportation problems. Hence, one of the priorities of the leap project is the production of housing in cities and dilapidated structures.

He said: "According to this, lands connected to worn-out structures, government lands and then the lands of the Ministry of Agriculture will be given to the Ministry of Roads and Urban Development for housing."

The Deputy Minister of Infrastructure Research of the Majles Research Center reminded: A general housing fund will be created to provide annual financial resources of 160,000 Tomans. Housing taxes are levied on the fund, while resources from the repayment of Mehr housing facilities, charitable financial resources and annual housing budgets are levied on the fund.

Shahani added: in the plan to jump in production and supply of housing, the Ministry of Agriculture is obliged to provide at least 8000 hectares of land annually to the Ministry of Roads and Urban Development to build 600,000 housing units.

He stressed: The main philosophy of the production leap plan is to build affordable housing by eliminating the cost of land. In the plan to increase the production of land, government agencies within cities should be provided to the Ministry of Roads and Urban Development free of charge.

He stated: The lands of the production leap project will be leased for 99 years. On the other hand, the banks are obliged to allocate at least 40% of the remaining changes of the payment facilities with the interest approved by the Monetary and Credit Council to the housing sector. In 1998, the total bank loan paid was 1000 thousand billion Tomans, of which the share of housing and construction was 70 thousand billion Tomans and the share of housing sector was 17 to 18 thousand billion Tomans, which is a small figure.

He also announced the support of facilities for the deprived classes, supply of construction materials, etc. for the production leap plan and housing supply and said: in the mentioned plan, the Ministry of Economy is obliged to cover the risk of supply of construction materials through the commodity exchange.
