According to the International Iranian Stone Exhibition, mineral clusters have been implemented as a plan and program all over the world and have been successful.

In Iran, this project started in 2004. To examine the effectiveness of mineral clusters, we must consider this issue from two angles and perspectives, one is whether mineral clusters can be inherently effective and productive, and the other is whether the way it is implemented in the country is appropriate or not. It should be borne in mind that the creation of mineral clusters is essentially a program that has been implemented in other countries and has yielded results. In the discussion of mineral clusters, there is a strategic cluster committee consisting of miners. When our miners want to work in clusters, they do not need to take orders from a manager, but the same committee forms the process of extraction, processing, production, operation, and so on.

For example, when the Iranian Aluminum Manufacturers Association determines a program, all its members follow the program. The instructions are the same in the cluster discussion; Wanting to donate small mines to large industries or holdings has actually marked the death of industries. When we transfer small mines to large industries and holdings, we have eliminated the competitive environment in the country. In other words, the same thing that happened in the country's automotive industry also happens in the mines. For example, when we want to buy iron ore, if it has 10 sources, we can compete in price, quality, etc. and achieve what we want.

But when there is only one company, the buyer or consumer loses his bargaining power and has to buy the same product offered by the manufacturer. This is not accepted in the present century. If we accept that the art of negotiation and flexibility are very important for success in business, we also realize the importance of mineral clusters. The country's mineral clusters or businesses have not been able to succeed in this because it is one of the sub-groups of the Ministry of Industry, Mines and Trade. If we want to have successful mineral clusters, we must create a separate deputy under the direct supervision of the minister.
