Banks acquired and closed 2,000 production units
Member of the Board of the House of Industry, Mines and Commerce: More than 2,000 production units have been acquired and closed by banks, and a large number are in the process of uncertainty and may be closed at any time.
According to the International Iranian Stone Exhibition, Saeed Omrani, Judicial Deputy Attorney General, said in a special news talk show that more than 700 cases have been referred to the office of the Deputy Attorney General and that cases are open in this regard. Interest is the micro-calculation, the form of the issue they raise, and the compound interest of the bank facility.
"These things are like magic," he said, "because the manufacturer says it has taken 5 billion facilities, paid 10 billion and still has 15 billion left."
The Deputy Attorney General added: "Of course, the CEOs of the banks are in good faith, but in the lower ranks and experts, we do not agree with the issue that we ask the banks to be tolerant with producers and industry activists in this situation."
He stated that the profit is not compound, religious and legal, regarding the acquisition of some production units by the banks: "The documents are binding and formal, and the registration organization is obliged to implement it."
The Deputy Attorney General added: "If the Registry does not do this, it has been violated and the banks will use this opportunity."
He said: "According to the unanimous vote, no bank is allowed to ask for more than what is stated in the contract with the customer."
Omrani added: "The client can go to court and sue the bank, but most of them can not pay the court costs and the lawyer's money due to bankruptcy, and we have a gap in this regard."
He said: "There are annoying laws in the disputes between producers and banks, and now we are resolving many cases through compromise and a white beard."
The Deputy Attorney General added: "Everyone knows that there is a compound interest in the country, and this is obvious, and every day 15-20 producers, who have several workers in his production unit, come to us and the banks are on their throats."
They are on their knees, but they say breathe.
He said that the banks do not give any copies of the contracts to the customer: the government has to spend 500 million tomans to create a job, but the producers and craftsmen have created jobs for many with effort and it is not like they go to the bank money. Take and leave the desert of Lut as collateral.
Omrani added: "For example, it has been 18 years since a bank closed a production unit with 4,000 workers."
Arman Khaleghi, a member of the board of directors of the House of Industry, Mines and Commerce, also said: "More than 2,000 production units have been acquired and closed by banks, and a large number are in the process of uncertainty and may be closed at any moment."
He added: "If the issue of compound interest becomes a procedure, the Attorney General can enter as the public prosecutor."
Khaleghi said that when banks want to extend the facility, they calculate the remainder, like the new facility, and the interest rate is higher than the interest rate of the initial facility.
He added: "According to this, because it is a new contract in which a new profit has been considered, they can circumvent the law and divide the customers' debts with more profit."
A member of the board of directors of the House of Industry, Mines and Commerce said that the law on continuous improvement of the business environment has emphasized the revision of banking facility contracts with the concurrence of the House of Industry and Mines, but banks calculate the benefits of these facilities with their own formula.
He added: "Banks write to the notary public to own the debtor production unit, but the producer states that the interest on the facility has not been calculated correctly and there is no one to check whether the banks' calculations are right or wrong."
Khaleghi said that the registration organization should do the calculations of the banks again and not do the work only by calculating the banks.
A member of the board of directors of the House of Industry, Mines and Commerce added: "Of course, banks do not comply with the calculations of the registration organization."
Ali Asghar Hedayati, head of the North Khorasan Banks Coordination Commission, also said in the program: "There are 293 production units in the industrial towns of this province, of which only 3% were owned by banks in the years 1391 to 1397, and these units have not had any activity."
He added: out of 14 production units in the last 4 months, 5 items have been returned to their owners and assignments will be assigned for another 10 units by the end of the year.
Hedayati said: in North Khorasan province, under no circumstances is the issue of compound interest applicable.
He added: "The basis of profit in the bank contract is based on the formula of the Central Bank."
The head of the North Khorasan Banks Coordination Commission said: "Many production units have been revived by banks, and in the first nine months of this year, Bank Melli alone has provided facilities to small and medium-sized enterprises with 50,000 billion rials."
Mohammad Bahrainian, an industrialist and development researcher, also said in the program: "The laws in the field of banking facilities to producers are very conflicting and difficult."
He added: "The problem of compound interest of bank customers goes back to previous years, but now the prosecutor has entered into this issue and the issue is different."
Bahrainian, stating that the country's banking system has not supported industry, said: "According to the report of the Central Bank in 2005, the share of facilities in the industry and mining sector was 31 and six tenths of the total balance of facilities, which after the implementation of sanctions to 28 and Six tenths percent and in 1397 to 16 and two tenths percent, has decreased.
He added: The share of the agricultural sector in this regard has increased from 15 and a half percent in 1384 to 7 and eight tenths of a percent, which should be asked whether this is to support production?
Bahrainian, stating that the neck of industrial production in Iran has been hit, said: "In contrast to the production sector, the share of the commercial, services and miscellaneous sectors in the balance of bank facilities has reached 52 and a half percent."
Mohammad Reza Jamshidi, Secretary General of the Association of Private Banks, also said in the program: "Banks calculate the interest on facilities based on the formula announced by the Central Bank, and if there are cases of compound interest in private banks, customers should inspect the banks." To announce.
He added: compound interest does not belong to the facility, but 6% will be added to the contract time rate.
Jamshidi said: the head of the Central Bank has informed the banks three times that they should give a copy of the contracts to the customers and this has been communicated to the private banks and they will comply. Of course, if any customer does not receive a copy of the contract from the bank, inform the private banks Give.
He added: "Usually, those who take facilities from banks are in a hurry and do not take the copy of the contract and sign the contract in white."
Regarding the problems of payment of facilities to production units by banks, Jamshidi said: "Banks provide facilities on request, but the increase in producers' demand for needs that have a large amount of working capital and delays in the return of previous facilities has caused banks to pay facilities." Give manufacturers a cane walk.
Abdolhamid Moradi, Director General of Supervision of Official Documents of the Document Registration Organization, also said in this program: "The benefits of an official document are processing and issuing the collection of receivables, and this processing is determined in a formal manner and according to the order of society .
He added: "If someone does not fulfill his obligations in the binding documents, the document registration organization will collect the claims."
