Presence of real investors Challenge of Semnan mines
Semnan province has one of the best capacities in the field of mining, but the numerous changes of investors and the transfer of mines have caused many of these capacities to be neglected.
According to the International Iranian Stone Exhibition, Semnan province has many mines, most of which are metal mines such as copper and chromium, bauxite, iron and در in the east, and mainly materials, gypsum and stone in the west, but it should be said the importance of the province's mines in reserves They are, for example, one-fifth of the total chromite of Iran is located in this province and in the village of Foroumad in Miami.
The quality of metal mines in Semnan province has made it impossible to pass them easily, potash, chromite, copper, manganese and bauxite mines and dozens of other mines have caused an increase in investment in the mines of Semnan province, but this also causes pests in Among them are the presence of investors who buy mines for a while, take advantage of their loans and build apartments in cities.
This issue has caused numerous mines in the province to have more than 10 investments in the last two to three years and have never been expected to achieve exploitation and employment, but in the meantime, why is it so easy to mine in Semnan province? Buy? Is there a monitoring of those who buy mines or can mining licenses be misused?
The position of the governments is clear. Everyone says that there is full control over the mines, everything is safe and secure, and the mining wheels are spinning well with the help of the private sector, but this is not the case. Many of the province's mines are damaged, otherwise the governor of Semnan will not sell. A mine to protest ten people in two years.
To follow up on the issue, we spoke with Alireza Najafi, a mining expert and someone who has experience in mining and investment and is currently a mining instructor.
* To begin with, what is the story of the transfer of a large number of mines?
First of all, we must admit that during the last year, especially, the transfer of mines has become much more difficult and there is good supervision, but these inspections have been done very late and in the last two decades, as far as possible, the mines of Semnan province, especially in cities Sorkheh and Miami were abused.
Now back to the question. It all started when some people were looking for the fastest way to increase their capital tenfold overnight, and what wall is shorter than production in this province? As a result, they turned to production in the mining sector, bought mines with their own funds, or registered areas and spent a little, and proceeded to obtain production loans, and as soon as they received the loan, they sold the mine to someone else, borrowing in other sectors such as They built houses and. Spent.
After a while, people realized that there is no supervision over the transfer of mines, and you can even buy a gas engine if you want to buy a gas engine. As a result, the influx of novices who wanted to make money increased in the mines, and in one period the Miami copper mine had more than 10 owners in three years.
Interestingly, a firm and honest servant tells you that at one point in five, six years ago, if an official went to visit the mine on Saturday, he would meet an owner; if he went to the mine again on Wednesday of the same week, another owner would greet him.
* And officials and people are also thinking about employment?
Exactly the officials are happy to see what our mineral capacities have done that people come from the city and buy mines in groups! But three years later and the bank debts came out, the government realized that the lack of proper supervision and the influx of other people has dealt a blow to the mines of Semnan province. Of course, it must be said that this lack of supervision in Shahroud, Miami and even Damghan is more than There were other places, especially in Miami, where the voices of all the high officials of the governorate were heard.
In other words, wherever there was less development, the influx of these expatriate investors increased because the misuse of words such as occupation, investment, production, etc. made their work easier and they could better buy a mine with a piece of paper. Resell.
* Where did the monitoring come from?
In my personal opinion since the loans were not repaid. If the loans were repaid on time, the paper transfer procedure would continue until today, when I talk to you, especially in Miami, which is the center of metal mines in northeastern Iran. Do whatever you want, but pay the debts of the banks, otherwise they will trumpet and disgrace you.
In my opinion, the incompetent people who entered this pit and took a loan were so unfair that they did not pay the minimum installments! With this weak supervision that existed in Semnan province, in my opinion, if the loans were repaid, it would still be possible to buy and borrow a mine in Miami with a promise and build an apartment on Shahid Rajaei Street in Shahroud and whitewash the play.
* How about today?
I said that today the supervision is much better and whoever wants to invest must prove his competence, but my point is that it happened too late, that is, when the main extract and lifeblood of the mining economy of Semnan province, especially the mines. The metal was sucked in by the abusers, and nothing remains today.
* What was the harm of this consecutive transfer of promises?
In my opinion, the most important loss was the loss of trust of the banks. Today, the real investor is so miserable with the misfortune and bureaucracy that exists if he takes a mine that he has to tie the knot and finally have to find a partner to provide liquidity because it is easier than falling into the banks. Today, of course, banks have become smarter and do not lend easily, but the bureaucracy has become more complex.
In fact, the first thing the officials of Semnan province did to solve the problem of the absence of incompetent investors was to complicate the administrative bureaucracy, that is, to annoy the real investors more! Today, loans are not easily lent to the mines, and it is interesting that the optimizer, which was once used for agricultural, livestock, industrial and mining units, has changed so much that it is not given to the mines.
In the meantime, someone who really wanted to serve in the field of mines and brought his capital to the field lost. These people were actually burned in the fire of others, and strange rules and sometimes the creation of the mining industry to prevent the entry of the incompetent also plagued them. Took.
* What was the logical solution?
Let me start by saying that if the purpose was to assess and assess the qualifications of investors, this would have been done before, but without compliments, it should be said that a mine valley is a valley that usually deals with billions of dollars, and when money exceeds a billion, supervision also differs.
* Is it a bribe?
Non-compliance with the law was common in the past, although today the situation has improved and it is not easy to buy or borrow a mine.
* Return to the disadvantages of non-civilians entering the mines
Yes; In addition to the loss of trust in the banks, as well as the burning of real investors who wanted to serve and burned the fire of abusers, the local economy should also be mentioned. Today, it should be said that mining has become one of the important economic advantages of Semnan province, as a result of which the loss of mines means the loss of the entire economy of Semnan province.
When investment in mines is formed, it means that an economic advantage of Semnan province has been strengthened, along with job creation, production boom, processing and mining conversion industries, etc., all of which ultimately lead to an economic transformation in which the presence of the incompetent In this area, it burns all these opportunities.
* Isn't it better for cooperatives to invest in mining? The government is also more comfortable
No; The cooperative sector in Semnan province has not been a successful field at all. I firmly say that cooperatives in this province are considered a failed field because we do not have a single successful cooperative in the field of production that we can celebrate during the year, for example! We basically have the problem of the culture of cooperation and collaboration, and every time a cooperative was formed, it led to fights and losses.
How many cooperatives were established in the same cities of Shahroud and Miami that were mentioned? Agricultural cooperative in Bastam, Majn, which even established a cold storage, but what happened? Where is today? There is no such thing as a culture of cooperation in the economy of Semnan province.
* So what to do?
First of all, the controls and filters should be strengthened, which fortunately the mining industry has done today in Semnan province, and it can be said that the situation is almost satisfactory, but there is definitely a long way to go. But in my opinion, wherever there is monitoring, there is a way to escape from it, so the culture of work, effort, real investment and earning a legitimate income should be promoted.
It is necessary to create conditions for the investor to produce enthusiastically. Do you think that if they did not give loans on the mines without any supervision, someone would leave the city to buy a mine and get into trouble in order to use its facilities? As a result, lending policies to the mines were wrong from the beginning. The investor should come to work and take a loan when he has a problem, not that you are buying a mine today and with his document they will give you a loan of five billion tomans tomorrow, whether you want it or not, it is clear that you want it!
So the next problem after oversight is the law. When the quantity of law fails, oversight, no matter how strong, can not do its job properly. Today, we have one-fifth of Iran's total chromite. The Taroud Potash Mine is so magnificent that it can turn a province's economy with it.
Today, the village of Foroumad is the center of Iran's metal mines, but what is the use of not being able to even develop the same village itself? So we have a lot of wrong laws and not all the blame lies with the banks and the government. Finally, the facility system, oversight, and regulations are the three main culprits.
