The mining area has legal loopholes
A meeting of miners in the field of mines across the country was held in the presence of the Deputy Chairman of the Mines Committee of the Islamic Consultative Assembly to investigate violations in the exploitation and environmental problems of mines.
According to the International Iranian Stone Exhibition, a meeting of miners across the country was held in the presence of Masoumeh Pashaei, Deputy Chairman of the Mines Committee of the Islamic Consultative Assembly. In this meeting, first the demanders from the provinces of Khuzestan, Kerman, Isfahan, West and East Azerbaijan and Kurdistan expressed their views and concerns regarding the violations committed in the field of mining in the city of their residence.
The most important issues raised by the miners were:
1- Lack of attention of miners to the restoration of the natural texture of the area around the mines during and after the extraction operation.
2- Ignoring the pollution and environmental effects caused by the exploitation of mines and not trying to compensate for these destructive effects that have led to various diseases such as cancer for miners and local residents.
3- Defects in the laws and regulations related to mining, including the fact that the responsibility for environmental research and laboratory sampling has been assigned to the miners, and the conflict of interests in this section has caused the miners to use the results of environmental assessments in different ways. Delayed or labeled with laboratories to present distorted results of the environmental pollution of the mine in operation to the relevant authorities.
4- Lack of attention to cyanide emissions during gold mining, including Qorveh mine in Kurdistan province and Andrian mine in Varzeqan city in East Azerbaijan, which has greatly increased the number of cancer deaths among the natives of these areas.
5- Widespread violations in the mines of Kerman province and the creation of a family corruption network, especially in the Gol Gohar mine in Sirjan city and the Midok copper mine in Shahrbabak city.
6- Extensive environmental violations in the field of ornamental stone mines of Joshaghan Qali in Kashan city and 16 times more encroachment on the environment of the region than the legal permits issued for the exploitation of the mine.
7- Abusing legal loopholes to exceed the allowable extraction and stated in the mining exploitation license and the occurrence of huge differences of several tons in the amount of exploitation of mines, especially gold mines.
8- Lack of government support for the protesters and securing the environmental protests in order to provide the ground for security clashes with the protesters.
9- The negligence of regulatory institutions, especially the Environmental Organization, to the destructive environmental effects of mining activities for indigenous residents and sometimes the interaction of these institutions with miners.
Following the meeting, Masoumeh Pashaei, a member of the Industries Commission and Deputy Chairman of the Parliamentary Committee on Mines, who was the special guest of the meeting, said after hearing the explanations of miners from all over the country: "One of the reasons why it is easier to penetrate different parts of the country is That is, relationships are governed by rules. Referring to the new plan of the Parliamentary Industries Commission, the Deputy Chairman of the Mining Committee of the Majles said: "The good news for the demanding friends present at this meeting is that the Industries Commission has recently introduced the plan to amend the articles of the Mining Law." ** Replacement of mineral revenues with oil revenues in the coming years
Criticizing the lack of phasing of the mines before exploitation, Pashaei stated: "This issue has left the contractors of the mines with no obligation to restore the environment around the mine after the end of exploitation." He stressed: "Apart from the great wealth that mines bring to the country, it is necessary that part of the income from mining after the end of exploitation operations be spent on reviving the environment around those mines, an issue that is unfortunately completely ignored."
** The heavy turnover of mines has greatly increased the capacity for corruption in this area
Referring to the violations and corruption in the country's mines, the member of the parliamentary industry commission said: "The significant financial turnover of the mines has greatly increased the capacity for corruption in this area, which requires special attention from the government to transparency." For example, in one of the clauses of this plan, it is specified that exploiters who, due to mismanagement, cause disturbances in the environment, security, economy and mineral smuggling in the city and province, or with unprincipled use and without a plan Mining engineers to extract minerals or do not comply with the mining engineering plan or delay in compensating for damage to natural resources and the environment and indigenous residents will be dismissed with the approval of the Provincial Mines Council and the approval of the Supreme Council of Mines.
Pashaei added: "Also in the mentioned plan, security issues, especially in the field of handing over the mines to foreign exploiters, have been given special attention, so that the foreign exploiters of the mines should manage the mines exploited by competent internal managers and foreign technical experts appropriate to the mine." At the same time, he said that we promise the claimants in the field of mining that we will consider this plan taking into account all the suggestions and opinions of experts, and said: "We ask the claimants present at the meeting to submit their suggestions." ** A significant portion of mineral revenues should be spent on the development of the natives of the region
One of the important issues in this plan is that a significant part of the income from mining should be spent on development and increasing the welfare of the area where the mines are located and not that the share of the natives of these areas is just pollution. Resulting from mining operations.
