Some industry activists say that instead of supporting employment and production, the Small Industries and Industrial Towns Organization of Iran thinks of generating income and taking money from the producer for everything.

According to the International Iranian Stone Exhibition, Asghar Mosaheb, appearing in a special news talk show on Sunday night on Do Sima TV, said: "49 towns have establishment licenses and 61 towns have exploitation licenses, in which 7,000 industrial units are located inside these towns." 

The head of the Small Industries and Industrial Towns Organization of Iran added: "We help to organize non-governmental towns to get the industrial town license and enjoy its benefits."

He added: "In many towns, the problem of land document has been solved, but in some towns, including Arak industrial town, there is a difference of opinion between urban land and natural resources."

The interviewer said: According to the law amending Note 5, paragraph A, Article 3 of the Policy Implementation Law, Article 44 of the Constitution, all benefits and cases related to government industrial estates, including taxes and exemptions from municipal taxes, extend to private industrial estates.

He added: "On May 6, the Vice President for Legal Affairs explicitly decided that the land of industrial estates should be transferred at a regional price based on industrial use, and according to this issue, we should help the producers."

The chairman of the board of directors of Abbasabad industrial town, stating that the producers and craftsmen have been left alone, said: "If the responsible agencies arrive on time and perform their inherent duties properly, the problems of the producers will be solved."

Seyyed Sajjad Hashemi added: "Natural resources and the Housing Organization handed over lands to producers and craftsmen, and it is not right that now, after 25 years, they are asked to pay the price of lands up to date."

The Deputy Minister of Real Estate and Legal Affairs of the National Land and Housing Organization also said: "In previous years, lands were ceded to artisans by natural resources in accordance with Articles 31 and 32 of the Land Protection Law, and then these lands entered the cities."

Mehdi Ebrahimi added: "According to the law, if the craftsmen need a document for the ownership of these lands, according to the law, our government will pay for it and transfer the document."

He added: "This does not mean that it is a barrier for producers and artisans because they can extend the lease of these lands to natural resources, but if they insist on receiving a title deed, they will have to pay the price."

Brokerage 700 million Tomans license of the Ministry of Industry

The chairman of the board of directors of Abbasabad industrial town said: the license of the Ministry of Silence to receive the land of the industrial town, sometimes up to 700 million Tomans is bought and sold.

Seyed Sajjad Hashemi, in the continuation of the special news talk show of Do Sima TV, added: "We need land documents to pledge to get bank facilities."

Hashemi further stated that the Industrial Towns Company will transfer the lands either with the permission of the Ministry of Industry, Mines and Trade or with the permission of the guilds, and said: until June this year; For the applicant, with the permission of the Ministry of Silence or with the permission of the guilds, the price of the lands was the same, but from June this year onwards, the Industrial Towns Company announced that if the production unit enters the industrial towns with a license, per meter of land; One million tomans and if it is with the permission of the Ministry of Industry, he has to pay 500 thousand tomans for each meter of land.

He continued: this issue has caused the brokerage of these licenses and the license of the Ministry of Industry is sometimes bought and sold up to the price of 700 million Tomans.

The head of the Small Industries and Industrial Towns Organization of Iran also said: "This organization does not sell land at all, and this is a misconception because we take land from natural resources and prepare the infrastructure, and only pay for the preparation of the infrastructure." He added: "We must deal with the industrial units that have taken the land for years based on the establishment permit but have not taken any action."

Ali Jafar Ghadbeigi continued: 30 years ago, lands were handed over to private craftsmen and these craftsmen paid all the expenses, including street asphalt, paving, water, electricity and industrial sewage, and the government invested even one rial there. Has not passed.

The head of the Association of Industrial Towns of Fars Province, in a telephone conversation with this program, referring to the problems of not having a document in some lands of industrial towns, said: "Our problem with the Small Industries Organization is that unfortunately we have a very obvious change in approach in this organization." Their approach has shifted from supporting employment and production to generating income and taking money from the producer for everything.

Sarafraz Abdollahi added: "The infrastructure of most industrial towns, including sewage systems, treatment plants, have acute problems, and this issue has led to a complaint by the Environmental Protection Organization, ordering the arrest of two CEOs of service companies."
