Hold check category holders

Director of Central Bank Payment Systems: From the end of December this year, all people who intend to use the check are required to register the issued check information along with the information of the check recipient in the hunter system.
Regarding how to use electronic checks, the Central Bank Payment Systems Department said: "The procedure for working with electronic checks has been planned in such a way that electronic checks are issued easily and simply by banks and there is no need for paper checks anymore." Bank customers can issue checks through the card provided to them. The recipient can also view the check through his / her card and request the collection from the bank or, if necessary, transfer the received electronic check to another.
He added: "The issue of electronic signatures and their lack of widespread among the general public, as well as the discussion of the culture of using payment instruments and people's habit of using paper checks are among our main problems in launching electronic checks."
The central bank official noted the importance of checks in day-to-day transactions, saying that statistics and data from the Chekavok system, which is set up to process interbank data, show that during the year, about 110 million interbank checks totaling 3,500 One thousand billion tomans is exported, which is mainly used by traders and merchants. Twice as many in-house checks are issued during the year. These figures show that checks are a very widely used exchange tool, and naturally any sudden and unplanned change in this area will disrupt the country's business cycle.
Mohammad Beigi pointed to the changes in the use of checks and said: "After the implementation of the law, ie from the end of December this year, according to the explicit text of Article 21 of the law amending the law on issuing checks, all persons who intend to use checks are required." After issuing the check, record the information of the issued check along with the information of the recipient of the check in the fishing system. This is one of the main points that our dear compatriots should pay attention to.
He added: "Also, the recipient of the check, if he intends to transfer the check to another person, is required to register the information in this system." In this way, virtually the endorsement of the check will be removed manually and the whole chain of check transfers will take place in the hunter system. In other words, the carrier check will not be deleted and will be done electronically.
The director of the Central Bank Payment Systems Department in response to the question of how the implementation of the new law has been? He said: "Since the law was announced in 1397, we immediately started launching the above-mentioned centralized system, and after a series of sympathetic meetings with banks, determining its procedures and mechanisms lasted until 1398." Since it was decided that customers will be connected to this system through their banking portals, we communicated the final documents to the banking network in the early months of 1399 so that banks can launch their interactive portals with their customers. Therefore, equipping banking portals and connecting customers to these portals was one of the biggest challenges in the implementation of this law, which is also being finalized due to the tireless efforts of our colleagues in the Central Bank and the banking network.
Mohammad Beigi added: in order to expand and facilitate user relationships and simplify people's interactions with this system, in addition to banking portals, we have also considered other communication channels such as payment applications. Also, those compatriots who do not use modern tools such as smartphones are included in the process of implementing the new Czech law, and we are looking for methods such as equipping ATMs, SMS banks and USSD command codes (subject to information security). Let's use. Of course, due to the challenges that exist, these items are on the agenda of the Central Bank and the implementation of these items is done step by step.
The director of the Central Bank's Payment Systems Department stated that the design of user relationships for the provision of services related to electronic checks will be the responsibility of the banks themselves, adding that the central bank aims to expand creativity, diversity and competitiveness among banks Provided with a centralized system they need. These include registration, transfer, inquiry and check status. In other words, customers use their bank's programs and user interface, and banks connect to the centralized central bank system.
Mohammad Beigi referred to the executive infrastructure of Article 5 of the Law on Amending the Check Issuance Law and said: "According to the new law, if the check is returned, the recipient of the check can immediately block a person's accounts in the banking network." Implementation of the repeated Article 5 requires judicial inquiries and facilitation of information exchange between the Central Bank and the Judiciary. In this regard, a Memorandum of Understanding between the Central Bank and the Judiciary has been sent to the Honorable Head of the Judiciary for final approval.
According to the director of the Central Bank's Payment Systems Department, culture and education are the most important issues in the field of new legal changes. In this regard, he said: "Culture and education to change the behavior of people regarding the use of checks, is one of the most important issues that have been the concern and attention of the Central Bank." In this regard, expert meetings are being held at the Central Bank to ensure that the migration of people is done in a way that, in addition to adhering to the new law, does not disrupt the country's business cycle. It can be boldly said that the most important concern of the Central Bank in the implementation of Article 21 and the new Czech law in general, is to discuss how to migrate and change people's behavior and tastes, which is a very complex process and requires planning, patience and support. The cooperation of the media and other institutions is for culture building.
He added: "How people migrate and change their behavior from the current situation to the new situation requires special measures." Therefore, the Islamic Consultative Assembly as a legislator, the Central Bank as a regulator of the banking system and the payment network of the country, as well as the people, must have the necessary interaction and cooperation with each other so that we can achieve the legislator's goals of making changes and this law Execute and implement.
