Although the old slogan of "oil-free economy" has been achieved, willingly or unwillingly, with the imposition of sanctions and the withdrawal of the United States from the UN Security Council, our country is not ready to face the current situation and make this slogan operational. Unfortunately, we have not done any planning for this important issue and the professionalism has remained the same.

According to the International Iranian Stone Exhibition, the president of a country, as the head of the government during his tenure and head of an executive body, has a significant role in economic, political and social development. The mining sector, along with other economic sectors, is no exception to the influence of government decisions. In this week's file to answer the question "If you were president, what would you do in the current situation of the country?" We are talking to experts in various fields, including mining.

We asked the concerns of economic activists about the mining sector and said what would you do if you were president. Of course, some experts were reluctant to accept such a large responsibility and even refused to think or talk about it. They wanted to be alone! Some also asked why we should expect everything from the President! Join us in this report.

Synchronizing the views of different economic sectors

Sayed Sohrab Hosseini, an activist in the mining sector, in response to the question of what you would do if you were president, said: "Today, the country needs to synchronize all the views and opinions of the stakeholders of different economic sectors."

Hosseini pointed out: "Although the old slogan of" oil-free economy "has been achieved by imposing sanctions or withdrawing the United States from the UN Security Council, our country is not ready to face the current situation and make this slogan operational." Unfortunately, we have not done any planning for this important issue and the professions have remained the same.

"Today is a good time to reconsider," he said.

Referring to the importance of Iran's mines and natural resources, the mining activist said: "Natural resources include fossil, non-fossil mines, forests, pastures and watersheds." The growth of natural resources as the most important comparative and productive advantage requires a different perspective, change in structures and double attention.

Hosseini added: "It is necessary for the decision-making authorities of natural resources to be in a single format by preventing the island and scattered operation and creating concentration and integration."

Fundamental change of economic structures

"Once and for all, we have to fundamentally change the economic structures," said the mining activist as a first step. To achieve this, the Deputy Minister of Mines of the Ministry of Industry, Mines and Trade, the Natural Resources Organization and the Ministry of Petroleum must become a powerful integrated decision-making body and be responsible for preparing micro and macro strategies in institutions such as the Forests, Rangelands and Watershed Management Organization. Merge.

Hosseini continued: "In this process, national companies such as oil, gas and large mines should also be responsible for implementing the developed strategies." In the meantime, Imidro, as one of the departments of the Ministry of Industry, Mines and Trade, should take responsibility for the development and modernization of mining equipment and industries in line with Idro. Also, the Geological Survey of the country should try to eliminate its mineral exploration department as a national and scientific institution in the field of professional geology and provide consulting opinions in various fields of natural resources.

Develop a strategy with the help of stakeholders

For the second step, the mining activist said that the formulation of strategies and plans should be done with the help and survey of real stakeholders, including private sector economic actors, private sector organizations, wise men, elites and academics in the form of a stakeholder council.

Hosseini continued: in formulating the strategy, the structure and strategy of the old executives should be reformed, including the industry, mining and trade organizations of the provinces, the departments of natural resources, the organizations of the mining engineering system, and so on. Reforming the structure and rewriting the bylaws, helping to draft laws, creating an agile and intelligent system and process away from obstacles and human tastes are among the key issues to create a secure investment infrastructure.

"Many comments and suggestions can be made to the president, but they are all personal tastes and individual expert opinions that plague policy-making and strategy-making, and we are seeing the consequences today," the mining activist concluded. Thus, I believe that the best way is to create a stakeholder council.

The President does not surround mineral problems

Bahram Farzad, a mining expert, said that in general, the president alone can not do much: "In all micro and macro areas, a set of factors are involved in the success of a plan." The ministers and the top and middle managers of the group are in fact the tools of the head of state to carry out the plans. Undoubtedly, the successful implementation of editing programs has no other way but to coordinate all the elements of this collection together. On the other hand, mining is a special field that its problems and problems can be understood by those who have worked directly in this field and can think of solutions to solve them. If something is to be done in the mining sector, it must be in the ranks of the Deputy Minister of Industry, Mines and Trade and experts in this field, because the President himself is definitely not surrounded by mining problems and issues and can not directly contribute to the development of mines; Therefore, plan providers and implementers must work together.

Scheduling is a difficult task

"Mining has always been a difficult, difficult and risky activity," he said. "Decision-making and policy-making are very sensitive and specialized for mines." Unfortunately, since the establishment of the Ministry of Mines and Metals, the relevant authorities have not been able to regulate mining laws and regulations in such a way as to attract investors in this field; So if I were president, I would insist on separating industry, mining and trade.

He went on to point out the problems of small mines: "Except for large mines, especially iron ore and lead and zinc, which are easier to extract and more profitable, other small mines, especially coal mines, which are underground and have difficult working conditions and many dangers." They have not received much attention. Despite the activity of steel mills with blast furnace systems and coking mills, which are also numerous, it should be said that mainly these types of mines are operating less than 50% and are not able to supply the required coal inside.

Pay more attention to coal mines

Farzad pointed out the importance of paying attention to coal mines: If I were president, I would pay more attention to public and private coal mines, and in the later stages, I would especially value small metal mines.

The mining activist also pointed to the importance of importing mining machinery into the country and said: "If I were president, the conditions for importing second-hand machinery, especially bulldozers, compressors and single-design and two-differential pickups, would be facilitated." I provided second hand.

Farzad stressed: "If equipment and aid such as loans and subsidies specialize in coal mines, a large number of people will definitely be encouraged to invest in small mines."

Facilitate export and import

Mohammad Tawhan, a mining activist, told Samat that if I were president, I would facilitate exports and imports: "The president should be able to facilitate export and import relations."

Pointing to the importance of a production boom, the mining activist said: "If I were president, I would have made every effort to boost production and try to import up-to-date equipment so that other mining activists would not work with minimal equipment."

Use the experience of skilled people

He pointed out the importance of using the experience of skilled people: "If I were president, I would do my best to have the best people in the mining sector." I was communicating with efficient experts all over the world and in Iran, exchanging information and trying to make my country more empowered every day.

He continued by pointing to the mismanagement in the mining sector: One of the important problems in the mining sector is the weakness of using competent and capable managers; For example, there are precious soils in the country that are not used optimally by mismanagement.

Facilitate communication

"If I were president, I would emphasize the facilitation of international relations more than anything else," he said. Unfortunately, in the current situation, producers and mining activists are charged a large amount of export duties, as a result of which the number of exporting companies is limited and producers can only offer their materials in the domestic market, while if exports flourish in the mining sector. , The income of mining companies will increase up to 4 times the current.

Emphasizing that we must develop our connections with the world, he said: "We should not cut ties with the world and stay put, but we should expand our connections with the world." It is better to follow the example of countries like South Korea, which has tried to bring modern machinery and technology into its country and start production.

Technology entry

He pointed out the importance of bringing technology into the country: If the Ministry of Industry, Mines and Trade raises the slogan of staying away from raw materials, it should import the technology needed to grow value-added. If we want mining operators to sell processed products, we must facilitate the entry of machinery for them.

He added: "This policy of stopping the export of some minerals to be used by domestic consumers is not the right policy and will cause the producer to make less profit." In fact, what the producer earns is a quarter of his export earnings; As a result, this trend cannot lead to economic development.

Attention to sustainable development

"Sustainable development is the first issue that should be considered in the mining sector," said Mohammad Kousheshroudi, a mining activist, in response to a question about what you would do if you were president. Sustainable development means development that does not limit the needs of the human race in the future.

"Given the limited resources in the world, no growth can continue;" Unless it is accompanied by sustainable methods. Wherever we have reserves and resources, it will surely be exhausted in the years to come; Thus, facilities and infrastructure are needed, including water resources, electricity, railways and roads, which can continue in the form of attention to the concepts of sustainable development.

Pay attention to the infrastructure of each region

Pointing out that paying attention to the infrastructure of each region is an important issue that should be considered by every politician, the mining activist stated: We must consider the capacity of each region and its resources. In this process, we must try to grow the region's infrastructure along with economic activity; For example, many investments have been made in Sangan area, and first of all, its problems such as roads and so on must be solved. We must also first and foremost work in a way that does not create social problems for local communities.

Referring to the issue of water supply for the mining sector, Kousheshroudi said: "In mining activities, we must act in a way that does not damage the volume of groundwater that many people use." Also, creating welfare and social facilities in the region such as hospitals, stadiums and parks in order to fulfill social responsibilities is another issue that should be considered in mining policy.

"Localism is an important issue that needs to be addressed more than this," the mining activist concluded.

The supervisory role of the government

Taghi Nabi, head of the Mining Engineering Organization of Iran, said: "Since the Mining Engineering Organization tries to do well in its field of activity in the mining sector, we expect the government and the President to move in the same direction."

Nabi added: "Considering that the Mining Engineering Organization has been successful in the design and implementation sector, we expect the government to play its supervisory role well." He stressed: "If the supervision in the mining sector is strengthened, we can hope that both the protection of minerals and the problems of the environment and natural resources with the mining sector will be reduced."

Quantitative and qualitative leaps in the mining sector

Referring to the year of the leap in production and the importance of government planning, Nabi said: "This year, the leap in production in the mining and mineral industries has started well and has an acceptable trend, but the view of officials has been more in the small sector." We believe that with the help of experienced experts and benefiting from their knowledge, we can see a qualitative leap in the mining sector.

In the end, the head of the Iranian Mining Engineering Organization said: "Although there are more than 200 types of minerals in the country, the officials emphasize in their speeches that they have 60 types of minerals." We believe that through the technical knowledge of the engineering system, the realization of the qualitative part can be helped.

The last word ...

Each of the experts in response to the question of what would you do if you were president? They have answered this question from their point of view. They stressed the importance of encompassing the problems of the mining sector, principled policy-making, facilitating exports and imports, benefiting from efficient foreign and domestic experts, and exchanging information. Some experts believe that if they were president, they would focus more on facilitating international communication than anything else. The introduction of technology, new machines and attention to the concepts of sustainable development are other items emphasized by experts.

They also emphasize that, unfortunately, in the current situation, large sums of money are taken from producers and mining activists as export duties, as a result of which the number of exporting companies is limited and producers can only supply their materials to domestic applicants. Synchronization of opinions, restructuring, strategy formulation with the help of stakeholders are other issues. In this regard, some experts believe that many opinions and suggestions can be presented to the President, but all of them are personal tastes and opinions of individual experts, which is the scourge of policy-making and formulation of strategies, and we are seeing the consequences today; Thus, they believe that the best way is to create a stakeholder council.
