Amend the rules for handing over mines to its people
Head of Iran's Chamber of Industry, Mines and Commerce: There are capable and well-known miners in the Iranian economy who sometimes go to legal centers due to the slightest problems. Some miners also sometimes face many problems for exploitation and even exploration and are unable to obtain the necessary permits.
According to the International Iranian Stone Exhibition, one of the things that always bothers the mining sector is the imposition of unprofessional, hasty and timid rules and regulations. The existence of laws and regulations in the mining sector, like other economic sectors, is a necessity, but the laws cause problems for economic actors where their number increases and sometimes they are in contradiction with other laws in the same field.
Circulars are sometimes issued that contradict upstream laws; Therefore, it is recommended that the involved institutions and related organizations submit the circulars after the expert work and based on specialized theories. In this process, the more comprehensive we see the rules, the faster the mining sector will definitely grow.
Mendeleev Mine and Table
Abdul Wahab Sohlabadi, head of Iran's Chamber of Industry, Mines and Commerce, said: "The mining sector is one of the sectors that can be counted on in terms of employment and currency." In fact, our country's mining sector is like Mendeleev's table, which has everything together.
The head of Iran's Chamber of Industry, Mines and Commerce stated: "Although there are many mining zones in different provinces of the country, but the field for the development of mining activities by the private sector and small and medium mining units has not been provided." In the meantime, the weakness of laws, multiple directives and inappropriate decisions in the mining sector are among the issues that, according to activists in this field, have led to the underdevelopment of the mining sector.
Referring to the problems of receiving bank facilities, Sahlabadi said: "Unfortunately, today, miners can not use bank facilities as they should." This group has a problem securing collateral to receive facilities from the banking system and the operating license as collateral is not approved by the bank.
The head of Iran's Chamber of Industry, Mines and Commerce, in response to a question about what you expect from the 11th parliament, stated: "We always demand that the members of the Islamic Consultative Assembly monitor the laws, along with government oversight bodies." One of the duties of the Islamic Consultative Assembly is to "engineer rules" and monitor the implementation of laws, while some laws are anti-production; For example, laws have been passed in the mining sector that do not provide a way to develop the mine. Today, small mines have many problems in terms of natural resources, and to solve them, we expect the parliament to play a positive role in this regard by reviewing the reform plans.
Sahlabadi stated: There are capable and well-known miners in the Iranian economy who sometimes go to legal centers due to the slightest problems. Some miners also sometimes face many problems for exploitation and even exploration and are unable to obtain the necessary permits.
The head of Iran's Chamber of Industry, Mines and Commerce, noting that some laws have closed the hands of producers, clarified: "Sometimes laws are not in favor of production and employment." In the meantime, we expect the Islamic Consultative Assembly to fully monitor the mining laws.
He stressed the importance of holding specialized meetings: MPs should hold joint meetings with mining and industrial experts, consult with members of chambers of commerce and guilds, and make decisions based on the information of industrial and mining experts.
Formation of specialized and joint groups
Nasser Taghizadeh, CEO of Chadormelo Mining Company, said: "While we as a mining company are very ready for exploration and we expect the area to be easily handed over to large miners for mining growth, in practice we see that sometimes this is prevented."
The CEO of Chadormelo Mining Company stated that for the growth of mining, many large mining companies are even ready to import drilling equipment, and specified: The Atomic Energy Organization has very advanced detailed facilities and aerial geophysics; Therefore, exploration can be done by forming specialized groups and defining joint cooperation between large miners and the Atomic Energy Organization.
Referring to the low level of attention to the mining sector, Taghizadeh emphasized: "We are easily losing the golden time for the development of mines." He added: "Although the future of the country is in the hands of the mining sector, sometimes not much attention is paid to this important issue." The conditions for the transfer of zones to capable companies should be reviewed and better conditions should be considered to achieve these goals.
Comparison of Iranian mining with world mining
The CEO of Chadormelo Mining Company, referring to the mining situation in other countries, said: If the mine does not operate in Australia for a month, the mining activity will be stopped in the second month by revoking the license, while in our country a person obtains an exploration permit. The mining area has been identified, in order to determine the quantity and quality of the mineral, it has been so-called "trenched" and after limited operations, it has been abandoned and the work has been practically closed.
He emphasized: "In fact, this person does not have technical and economic skills in practice, even despite obtaining permits, and he has only imprisoned the mine."
The mines must be handed over to their people
Taghizadeh said that the mines should be handed over to his people, adding: "In fact, the mines have a comparative advantage, which we have limited by the current laws." In this regard, the parliament must enter in order to revoke the licenses of the mines that are not active and hand them over to its people.
He added: "Large mining companies should participate in the growth of the mine and the rest should be left to the private sector."
Concluding remarks
Experts believe that the mines are not in their rightful place today, and one of the main reasons is the weakness of the laws and the negligence of the officials. Clear rules are one of the things miners need. They believe that cumbersome laws only waste time and money. Given that Iran is a mineral-rich region, lawmakers are expected to remove troubling and contradictory laws and pass transparent laws.
