A person who does not have the necessary expertise and has only heard that there is money in the mining business, does not enter a profession because he does not know his job well; It takes a lot of time to learn the basics.

According to the International Iranian Stone Exhibition, some time ago in the Ministry of Industry, Mines and Trade, the eligibility of applicants was discussed, the main criterion of the ministry in issuing mining licenses, which is determined by indicators such as financial, technical and professional, economic and social capabilities.

It was announced that the process of handing over mines and industrial units in the ministry has changed significantly; Instead of the principle of mining or industry, the management of these units is transferred to the private sector, taking into account the qualifications of individuals.

In this regard, some time ago, the governor of Chaharmahal and Bakhtiari criticized the way of monitoring the activity or non-activity of the province's mines and said: "The speculation for the transfer of the mines by a person who has obtained an exploitation license should be stopped."

Criticizing the way in which the mines are active or not, Iqbal Abbasi stated: "According to the President, the exploitation licenses of those who have left the mines inactive should be obtained and given to people who are qualified and able to exploit them."

Abbasi emphasized: "Our goal is to activate and return the mines to the production cycle, and urgent action must be taken for it through the personal support of the person who has obtained the exploitation license. Activation of small and inactive mines is one of the main policies of the Ministry of Industry, Mines and Trade." It is the field of mineral industries. In the meantime, if stagnant mines are not activated, their licenses must be revoked. Experts believe that miners have the necessary expertise and sufficient knowledge to depend on those who have a mining license to avoid brokerage. This has an important role in the further functioning of the mining sector, the activation of inactive and stagnant mines.

The importance of private sector competence

Majid Vafaeifard, director of the Iranian Mineral Processing Research Center, said about the need to meet the qualification requirement: "One of the challenges of lack of qualification in the mining sector is that many mining licenses have been issued but no action is taken for mining activities." This can help create a space for brokerage and rent; In addition, no action is taken to explore and process the mines.

The director of Iran Mineral Processing Research Center pointed out the importance of having expertise in the private sector for mining activities: When there are real and legal groups and personalities specializing in the mining and mineral industries, there is a possibility that an exploration zone will result. And the more exploitation and processing it achieves.

"There must be room for a specialized legal and real private sector so that if we want to do something in the mining sector, we have the ability to do this," Vafaiefard said. Referring to the importance of companies entering the stock exchange, he said: "The government proposed that transfers be made in exploration areas and licenses through the stock exchange." As is the case in other countries, we can attract investors to the mining sector through the stock market. In the meantime, companies must be formed that can direct their investments to the mine and explore, prepare and reopen the mine in a specific schedule.

The director of Iran Mineral Processing Research Center, referring to the center's priorities in the year of production leap, said: Development of specialized and laboratory services in the field of mineral processing, including analysis, processing and pilot tests, sustainable development in the mining sector and environmental activities and development Applied research and technology in the mining sector is one of our priorities.

Abandoned ranges

Sedigheh Haghighi, a mining exploration expert, said that so far anyone in Iran could register a mine: "In the past, someone who registered a mine certainly should not have enough expertise in this matter." In fact, from a shepherd and a villager to a search expert, anyone could enter the mining sector. This was an important factor for the growth of brokerage in the mining sector.

Haghighi continued by pointing to the change in policies in the nineties: Since the nineties, the ministry has emphasized the financial capacity of the miner. This important factor prevented the weakness of specialization and speculation, because any person who could not afford to make a deposit of fifty to one hundred million tomans in the mining sector could not enter it; For example, the average of the last three months of a fourth grade mine was at least fifty million Tomans, the third grade mine was about seventy-five million Tomans and the second grade mine was about one hundred and twenty-five million Tomans that the miner should be able to provide. This condition prevented anyone with any qualifications from registering the area.

"Of course, this condition was not met, because many people have money, but they are not mining experts and they do not have any major in mining," he said. In this way, space was still available for speculators and profiteers.

"Eligibility is an important issue that I hope will be operational," he said.

Asked how much incompetence can hurt mining, Haghighi said: "Someone who does not have the necessary expertise and only heard that there is money in mining, does not enter a profession because he does not know his job well;" It takes a lot of time to learn the basics.

"Many of the mines that have been abandoned show that the miner has not been able to use his legal deadline to continue working," he said.

He continued: "After the mine was declared void, it must be auctioned twice to be released, and it will be released after six months." Registering a boundary is also a difficult process that not everyone can do.

He added: "A person who is not familiar with mining from the beginning and registers a mine, even though he has spent a lot of money, can not have proper studies."

last word...

Experts believe that the private sector does not yet have a serious presence in the mining sector and that there is still a lot of speculation in the mine. One of the issues that can be mentioned in the field of mining and brokerage is the issue of exploration licenses and areas that are sold in various ways by incompetent and non-skilled people. It is worth mentioning that this issue eliminates the possibility of mine development and increases the number of stagnant mines.
