 He added: "In this case, the person who discovered the mine can sell the license, but can the person who bought it also sell the license?" Which is to say yes because the law has remained silent and the discovered mine is going hand in hand. It is in this case that a mine is paid very little for its exploration, it falls into the hands of speculators in the said process, that is, it falls into the hands of the miners, which occurs between two things, first, a monopoly, and a A brokerage market is created. This is in the case that instead of turning these mines from potential to actual so that we can generate wealth and create jobs from its resources, which unfortunately is not possible given the given conditions.

He continued: "On the other hand, there is a mining mafia behind these cases, which causes delays in some cases." In addition, there are no restrictions on the issuance of exploitation licenses, and there is no qualification for the issuance of these licenses. If there is to be a mechanism in place to determine whether the person really seeking the mining license is qualified. Of course, if the miner was technically and financially able to work but did not put the discovered mine into production, what guarantee can he have, because this mine will automatically remain silent, that is, it will be blocked by explorers and exploiters. 

Dehghani said: "If we want to use the capacity of the mine, we must oblige those who obtain exploration and exploitation licenses to implement and use those licenses. Referring to the location of mines in low-income cities, he said: "Mines are not allowed to operate in a city like Tehran or other metropolises due to various issues such as environmental issues, which causes problems because the mines are part of the infrastructure of that city." It is used like water and electricity and sometimes causes a shortage of these items or has a detrimental effect on ecology and the environment. Of course, these mines are of no benefit to the people of that area and there is no investment in these cities. Now, our opinion is to consider amendments for this plan in such a way that for the development of that city, one percent of the income earned from those mines will be spent for the development, development and prosperity of that city.

Origin of important and large mining companies in Tehran

Dehghani stated in the end: Another important point is that more than fifty percent of the important and large mining companies are established in Tehran, that is, in order to pay duties and taxes, they are obliged to pay these items at the origin of the company, which Duties and taxes are paid according to the budget laws in the city where the company is founded, now consider that if a huge amount of that money is spent in cities with mines, the impact of that money on the economy of that region will be very significant. These are some of the shortcomings that exist in the mine, which we seek to correct with the mentioned laws.

Some have taken the mines hostage

Earlier, Dehghani had said: "God willing, we have professional words to say in the field of mines in the 11th parliament." Many laws need to be revised. For example, some people have come and taken the mines hostage, that is, they do not do any useful work and do not allow others to enter the work. Their only job is to broker and maintain an unfavorable position in the mining debate.

"Another argument is that the mines in our country have not been rehabilitated," he said. It is necessary to rehabilitate all the mines of the country and discover new areas. It is necessary to write up-to-date laws so that the country's mines are in the hands of those who are qualified; That is, they have the ability to create employment and investment, while starting to generate currency for the country by producing final products.

Numerous problems in the field of public law

 Dehghani added: "If the mines are in the hands of its people, it will create wealth in the country and help turn the country's economy and public life." He added: "Unfortunately, there are many problems in the field of government rights of mines, and in this regard, there are clashes that we hope to resolve in the Industries and Mines Commission of the new parliament."
