Mining is recognized in the world as a key indicator for economic growth. Many countries in the world have based their economic development on mining.

According to the International Iranian Stone Exhibition, mining, like other production and industrial sectors in the country, is an economic field. According to Article 44 of the Constitution, the exploitation of mines must be handed over to the private sector, and in the meantime, the mines that are in the hands of the public sector and are considered a property must also be handed over. Although the emphasis is on privatizing the country's mines, some believe that conditions are not right for private sector actors.

Facilitation for the private sector

Alireza Shahidi, head of the Geology and Mineral Exploration Organization, said: "We are the governing organization and policy maker in the exploration sector." Our task this year is to explore about one hundred and twenty thousand square kilometers of land.

He said: "According to the roadmap of the mine, which was approved by the parliament two years ago and is part of the work plans of the ministry, the discussion of identifying and tracing the exploration stages is left to the Geological Survey, and thus we conduct exploration every year." In this regard, this year we intend to identify and search about three hundred thousand square kilometers of land. In fact, this is twice the size of what we were asked to do.

The head of the Geological Survey of Minerals pointed out that the Geological Survey will transfer what it discovers to the private sector through auctions: "To date, we have conducted several auctions and tried to transfer the discovery certificate to the private sector." We have also adopted a policy on iron ore to meet the needs of the private sector. We have signed contracts with Zobahan and the National Steel Company so that we can get involved in the discussion of iron ore exploration and help the private sector in this regard.

Shahidi pointed to the Geological Survey's other support for the private sector and said: "Because identification and exploration is one of the most difficult and expensive parts of exploration work, the private sector cannot enter it." In fact, the identification and search phase is like finding a needle in a haystack; Therefore, the organization has taken on this task to facilitate the conditions for the private sector. The organization provides the results of its reconnaissance and investigation to the private sector so that it can continue to work, thus completing the exploration cycle. After this stage, in the stage of public and detailed exploration, the work is easier and the private sector can do better.

The head of the Geology and Mineral Exploration Organization, in response to the question of what proposal do you have to the private sector to play a greater role in the field of mining, said: "The country is so large that it can not be claimed in a short time the whole country Let's examine. The Geological Survey always welcomes all departments to do their job.

"We can not make a specific offer to the private sector, but our only request to this sector is that when the exploration work is done, they should appear in the National Geosciences Database and get the information they have obtained at different stages of exploration," he said. Load; As a result of this process, when another company intends to explore elsewhere, this information is aggregated and readily available, making it easier for others.

Looking for effective incentives

Mukhtar Heydari, head of the House of Industry and Mining of Ilam province, said about the importance of mining and its role in the economy: "Mining is known in the world as a key indicator for economic growth." Many countries in the world have based their economic development on mining. If we also think that mines are more important than oil and even fossil fuels, we are not talking irrelevantly and unprofessionally.

Pointing out that mining requires optimal government policy, Heydari said: "Unless the government has a comprehensive, rational and codified policy towards mines and its impact on the country's economy, job creation, eliminating unemployment and eliminating deprivation, the conditions of mines will be the same." It is the face that we see.

Emphasizing the importance of privatization, he said: "On the one hand, the government raises the issue of privatization and on the other hand, it becomes one of the main custodians in the field of mining; Thus, the government's macro-policies to support the private sector and the growth of privatization are not clear. This has made it impossible for us to ever logically form a movement called the Mining Movement in the country.

In this regard, he stressed: "We have never had an effective and executive incentive for the development of mines in the hands of the private sector, and we have never carefully examined the characteristics that have a negative impact on the business environment of the country's mines."

The head of the House of Industry and Mining of Ilam Province stated: "Wherever the government has been present, nothing has been done because it considers itself the custodian of the private sector, while there is not much land left until 1404 and privatization is still emphasized." . As long as our executive policies in the field of mines are not based on the vision and instructions of 1404, we will not be able to achieve our goals, and this is the situation in the country as we see it.

He emphasized: activity in the field of mining wants incentives; Not to cut Ibn Bakhsh's probal. A mineral that can have currency is valued in practice, and this is not in the interest of our country. We will see the same situation as long as the government does not have a written plan in the field of mining and processing growth.

Heidari pointed out: the government should start privatization in practice. Even if it is involved in one area, all directives are drafted in the interests of the government and in practice the private sector can not carry out a plan; In this way, in our society, the directives are either interpreted in favor of the government or are not implemented as they should be.

Concluding remarks

Mining is a sector that can help the economy grow in the current situation. Some experts believe that the government has tried to facilitate mining conditions for the private sector, but others believe that the role of the government in this area is still prominent and with various regulations and directives, it causes delays in the work of the private sector.
