Thus, identifying all the interests of the mining sector is essential for the people and the government.
Lack of transparency in the legal system is one of the obstacles for investors. The government should move towards supporting the mining trade and enacting fair laws to protect investors' concerns. The report of the Exploration Strategy Development Plan (Strategic Plan 2005) tries to explain why the country's industry and mining do not operate at its level and what measures we should take to remove the obstacles.
This strategic plan has been prepared to remove obstacles and a solution to create a connection between the goals, the executive plans to achieve the appropriate growth potential of the country. Definition of the Mission: The country's exploration mission is to provide new wealth (employment, development and development in disadvantaged areas) through the development of exploration, access to new mines, and the establishment of an appropriate financial framework and regulations to encourage investment in exploration and support.
Opinion: Iran will be globally competitive due to its mineral resources and gaining a high degree in resource exploration and development. In the meantime, the mining sector will be at the forefront of job creation and technology development, as well as mining in the Middle East and Central Asia.
Key Objectives: The planning process is divided into five main objectives according to the case studies on the findings obtained:
1- Identifying investments that will increase Iran's base metals by 30% compared to 1400
2- Expanding exploration and mining capabilities
3- Increasing private, domestic and foreign investment
4- Helping the development of deprived areas
5- Developing the educational capability of human resources and technology development at the international level
Potential barriers to exploration in Iran include fragmentation in exploration and mining information, lack of labor capacity, lack of effective mining regulations, financial barriers, and rules and regulations. In this area, it is possible to increase the technical knowledge, use advanced technologies, access data from earth science databases, increase exploration activity, allocate at least fifty million dollars annually, provide facilities to the private sector, mine exploration, revise organizational structures, He noted the expansion of the cadastral management system, the impact of the role of state-owned companies on growth and competition, the attraction of foreign companies, and the shift from government focus to the privatization industry.
Update the strategy plan and how to implement it: For this purpose, it is necessary to form an experienced working group with different specialties under the management of the Geological Survey. The goal is for them to be able to patiently and accurately update the report components, results and suggestions and make the necessary corrections in the new version.
