One of the most important features of the new check issuance law was the facilitation of the realization of the rights of the holders of returned checks and the introduction of preventive restrictions on the issuers of bad checks. However, some people are superficially seeking to stop the implementation of this part of the law.
According to the International Iranian Stone Exhibition, it was in December 1397 that the new law on issuing checks by the president was notified to the Central Bank to be implemented. One of the positive features of this law is paying attention to the rights of people whose checks have not been settled and who cannot get their rights from the issuer of the check. Unfortunately, in the old law on issuing checks, it was very difficult to follow up on the return of the check, and a lot of costs were imposed on the holder of the check, including attorney's fees and court fees, which accounted for a significant percentage of the check amount. On the other hand, the delay in the proceedings had caused these types of cases to last up to two years, and with the growth of inflation, that amount practically lost its value to a great extent.

All of this prompted the legislature to make amendments to facilitate the processing of returned checks, as well as to impose severe restrictions to prevent the issuance of misplaced checks. With these amendments, the handling of bounced check cases has gone through the previous erosion process and it has become so that the execution will be issued as soon as the bounced check tracking code is provided.
In addition, with the return of the check in the system, the restrictions of repeated Article 5 of the Check Issuance Law are activated for the issuer of the misplaced check, and due to the effectiveness of these penalties, the issuer is forced to pay the beneficiary or obtain his consent. These restrictions include banning new checks, not receiving bank facilities, not opening a new account, and a few others. As it turns out, these precautionary rules make people more sensitive to settling a check at the time of payment, and the recipient of the check accepts the check more confidently. This allows market transactions to grow and reputable traders and marketers to take full advantage of the check. On the other hand, after a while, spontaneously, the miscalculated people will leave the jirga of transactions and the market will approach economic stability and health.

However, some people still try to circumvent this law under various pretexts and cannot accept the restrictions of this law. The reason for this is too superficial to the state of the business. People who insist on suspending the restrictions of the new law on issuing checks do not pay any attention to the right of the recipient or the beneficiary of the check and do not answer the question why the recipient of the check should pay the penalty for recklessness and miscalculation of the check issuer? And do check recipients have any rights at all? This kind of superficial confrontation with the law results in nothing but people's distrust of the new check issuance law. For example, we can refer to the statements of Manouchehr Esbkooh, the head of guilds in Lorestan province. Recently, he said in an interview with one of the media: "Registering the return of checks in the system will prevent the issuance of checks for this trader, and in bad economic conditions, this will cause a lot of problems for the trader. "Eighty-five percent of Lorestan guild checks have been returned and all of them are registered in the system."
In response to these statements, it should be said that why do these people only care about the interests of the bad account issuers of checks and do not care about the salaries of the recipients of misplaced checks?
It should be noted that in recent years we have witnessed the creation of numerous exceptions in various laws, in the vast majority of these cases, these exceptions have caused corruption in the country and on the other hand have violated the law. For this reason, it is better for these people to look for a way instead of clearing the issue so that people with bad bank accounts can not harm people other than themselves.
