Minister of Industry, Mines and Trade: The provincial mining councils must take good care of the environment and safety in the mines. Accordingly, by delegating part of the powers of the Supreme Council of Mines to the Provincial Council of Mines, the supervisory dimension will be strengthened and each province will be obliged to submit documented reports to the Supreme Council of Mines on a regular and monthly basis.

According to the International Iran Stone Exhibition, some time ago, part of the powers of the Supreme Council of Mines was handed over to the Provincial Mines Council with the aim of promoting the production, rehabilitation and mobilization of inactive mines located throughout the country.

The meeting of the High Council of Mines was held in the presence of Hossein Modarres Khiabani, the head of the Ministry of Industry, Mines and Trade, and in the framework of it, it was approved to transfer part of the powers of the High Council of Mines to the Provincial Mines Council. The aim of the decision was to boost mineral production, as well as to mobilize and rehabilitate inactive mines. Accordingly, part of the provisions of the powers of the High Council of Mines, including reducing or increasing the stock of mines, exploitation, quality and quantity of reserves, the amount of withdrawals and incentives for the optimal use of mineral reserves were assigned to provincial mining councils. It was also decided to introduce inactive provinces in the field of inactive mining rehabilitation and be accountable for their performance.

The street teacher emphasized in this meeting: the provincial mining councils should take the necessary care in terms of environment and safety in the mines. Accordingly, by delegating part of the powers of the Supreme Council of Mines to the Provincial Council of Mines, the supervisory dimension will be strengthened and each province will be obliged to submit documented reports to the Supreme Council of Mines on a regular and monthly basis.

Uniformity in decisions

Mohammad Reza Bahraman, the head of the Mining House, stressed that in the year of the production leap, we should be able to use any leverage to develop the mining sector, said: To minimize administrative bureaucracy.

Referring to Article 43 of the Sixth Development Plan, the head of the Mining House noted: This article emphasizes the formation of a council of mines in the provinces; Therefore, in many provinces, governors have formed executive, operational or specialized working groups. Also, sometimes the issues in the organization of the engineering system, the mine house, the chamber of commerce, etc. are technically analyzed, then it goes to the provincial mines council, and finally the approvals of the provincial council are approved.

He continued: The composition of the members of this council is also different from the members of the Supreme Council of Mines; In the provinces, the governors are chaired by the Council of Mines, but in the High Council of Mines, the Minister of Industry, Mines and Industry has a prominent role.

The key to the council

Bahraman stated that according to Article 12 of the Mining Law, a lot of authority has been delegated to the High Council of Mines, noting that the custodian of the mining sector can neutralize any decision that hinders investment in the country's mines with the key of the council. In fact, the High Council of Mines, due to its broad powers, can have a positive impact on the development of the mining sector.

The head of the Mining House said about the cases of delegating authority from the Supreme Council of Mines to the Provincial Mining Council: "One of the issues that has been delegated today and the minister's personal proposal in this regard is that policies be made instead of the Supreme Council of Mines in the Supreme Council of Provinces." Upon delegation, the decisions of the High Council of Mines are transparently referred to the Provincial Council of Mines.

Pointing to the importance of uniformity of decisions, Bahraman stressed: "Issues and principles of implementation of each decision with interpretations and executive principles, regulations and instructions are provided to the provinces from the center to form uniformity in decisions and provinces do not act according to taste." In this process, the executive instructions for each clause are provided to the provinces accurately and simultaneously so that they can be acted upon.

He stressed that delegating authority to the provinces can minimize the problems of miners and enable them to plan and review their issues and problems in the shortest possible time.

Holding Meetings

Referring to the experiences of the Mining House in solving the mining problems, the head of the Mining House said: "We suggest that the Provincial Mines Council proceed with a special strategy and oblige itself to convene a meeting at least once every two weeks to help members and working groups accumulate files." Solve in the provinces.

He added: "Fortunately, today the number of cases in the Supreme Council of Mines has been minimized; This means that by holding meetings at most once every two weeks, we can review and resolve all the cases of the Mines Council at once.

Bahraman stated that the consolidation of cases in the Supreme Council of Mines is one of the problems that the Ministry of Industry, Mines and Trade has paid attention to, and said: The number of cases referred to the High Council of Mines is minimized.

Increase work speed

Referring to the importance of high speed of solving the problem of miners, the head of the Mining House said: with the delegation of authority, the speed of work of the Mining Council to solve the problem of miners will increase; This means that if in the past the cases were in turn for about a year, today there is no such problem and the work is accelerating.

Bahraman concluded by stating that the delegation of authority will prevent other investments from being wasted: "The decision of the Mines Council will solve the problems of the mining sector and can implement the goals of miners and activists in this field."

The importance of facilitating mining

Fardin Ghahraman Roozgar, a mining activist, pointed to the problems in the country's mining sector and said: "It would be useful if the delegation of authority from the Supreme Council of Mines to the Provincial Mines Council could put pressure on the Industry, Mining and Trade Organization and facilitate the miners' situation." ; Otherwise it is not very efficient.

The situation is not promising

"At the moment, the situation of the miners is not very promising, as they often face problems such as cumbersome regulations, recession and banking barriers," he said, referring to the problems miners face. For example, our banks do not recognize miners as production units, so they do not have a mining license as valid as a business license. On the other hand, bank facilities are not in short supply, and after receiving them from the miner, there are many problems in repaying them. Thus we see that the miner is not supported as he should be.

Low power of the Council of Mines

Qahraman Roozgar, stating that the Ministry of Industry, Mines and Trade should consider better conditions for the provincial mines council, pointed out: how powerful is the provincial mines council and how much can it put pressure on the ministry to solve the miners' problems! In this way, I believe that delegating authority alone is not enough, and other obstacles must be removed to solve the problem of miners. He cited, for example, the problems that local dissidents create for miners: "To date, the council and the ministry have not been able to solve this problem, and it remains a serious problem for miners."

The mining activist pointed out that one of the goals of delegating authority to the Provincial Mines Council is to activate stagnant mines in different parts of the country, noting that these mines face major problems, including financial issues and opposition. In none of these cases was the Provincial Council of Mines able to enter, and this issue was not within their jurisdiction at all.

equipment and machinery

The hero of the times said about the importance of up-to-date mines in terms of equipment: to increase the capacity of the mine, we must pay attention to equipment and facilities. When the facilities of an old mine belong to the 1360s, in practice it can not increase its production; However, the Provincial Mines Council wants to pursue such a goal.

The mining activist noted that delegating authority to the provinces could lead to increased production: "Delegating can help production by speeding things up, which is commendable."

In response to a question about what you expect from the government, the hero of the times stated: If he does not support the miners, he should not at least throw stones. The government must facilitate mining conditions in order to increase the capacity of the provincial mines council.

last word

The powers of the High Council of Mines were delegated to the Provincial Mines Council with the aim of boosting production, rehabilitating and mobilizing inactive mines located throughout the country. In fact, the purpose of this decision is to boost mineral production, mobilize and rehabilitate inactive mines.

Experts said that although all regulations and orders are transferred from the center to the provinces for uniformity in the country's decisions, since the Supreme Council of Mines can not decide on mining problems in the provinces alone, it is necessary to delegate authority to the Provincial Mines Council.

With this delegation, mining problems will be resolved sooner and the process will be faster. In the meantime, the provincial mines council should hold regular meetings and, while communicating with the center, be able to solve the problems of mining activists more quickly. Of course, some experts also believe that solving mining problems is not within the authority of the Provincial Mines Council; For example, if we want inactive mines to be activated or to increase the production of mineral products, we must think about providing up-to-date equipment and machinery, paying low-interest loans from banks, solving the problem of local dissidents, and changing policies in general.
