Mining requires clear rules
MPs believe that contradictory laws should be removed by the parliament and a solution should be found for them, as well as facilities such as tax exemptions should be applied by the government so that we can achieve the development of the mining sector.
According to the International Iranian Stone Exhibition, due to the devaluation of the rial, the rising dollar, sanctions and declining oil revenues, officials believe that more attention should be paid to the development of the mining sector, while miners face many problems, including There are conflicting laws, rising prices of mining machinery and equipment, rising tariffs and barriers to the export of mineral raw materials.
We have neglected the mine
Ezatullah Akbari Talarpashti, head of the Industries and Mines Commission of the 11th Majlis, stated: The private sector complains about contradictory laws and overnight regulations in the mining sector. In the meantime, the role of the parliament in the development of the mining sector is to legislate and monitor the implementation of laws. Today, the 11th parliament is to start psychologizing in the business environment. Since mining is no exception to this rule, the 11th parliament is set to make reforms to further develop the business environment in the mining sector.
The head of the Industries and Mines Commission of the 11th Majlis, pointing out that the country's mines have a high capacity in the economy, clarified: the capacity of the mining sector in the sense that it should not be considered yet and the so-called mining has not yet come to fruition.
Akbari Talarpashti stated that in the conditions of economic war, the best thing is to start developing mines and mining industries, noting: "Today, the enemies have put us in a dire situation and have caused us to have a currency problem." In this situation, we can provide a large part of the currency needed by the country by increasing the processing of raw materials and creating added value.
He stressed: "This requires a comprehensive and public movement in the field of industry and mining, which is pursued by the 11th parliament."
The representative of the people of Tehran in the Islamic Consultative Assembly, stating that we have neglected the mining sector in the country's plans and have not been able to activate an acceptable capacity of the mining sector, continued: The 11th Assembly plan is to make the mining sector stronger in the country's economy.
Akbari Talarpashti also spoke about the importance of delegating authority from the Supreme Council of Mines to the Provincial Mines Council: "Any action we can take to accelerate the country's economic growth and somehow streamline and pave the way for the private sector, people and investors is positive." It is certain that those who are present in the provinces and cities should have enough authority to be able to make quick decisions in any case without going to the center.
The chairman of the Industries and Mines Committee of the 11th Majlis clarified the importance of the role of knowledge-based and start-ups in the growth of the mining sector: This sector is not present in the mining economy as it should be. In the meantime, the government must provide sufficient conditions for their presence in the economy. Parliament also has a duty to provide the legal conditions for the growth of startups.
Akbari Talarpashti, in response to the question of what plans the 11th parliament has for the development of the mining sector, noted: "We are going to reach a proper conclusion in consultation with the government and the private sector." We are also going to have meetings with the relevant officials; For example, a few days ago we met with the Deputy Minister of Mines of the Ministry of Industry, Mines and Trade so that we could enact as many transparent laws as possible in the mining sector. He stressed: "Finally, we expect the government to implement the laws of the parliament."
Potential mining capacity in Iran
Seyyed Javad Hosseini Kia, a member of the Industries and Mines Commission of the Islamic Consultative Assembly, stated: "One of the points emphasized in the statements of the Supreme Leader of the Revolution is to pay more attention to mines and replace them with oil." Unfortunately, this is not as important as it should be in the country; Therefore, it is expected that the 11th parliament will pay special attention to the development of the mining sector so that the country's mines become more active.
This member of the Industries and Mines Commission of the Islamic Consultative Assembly stated that the mines have a good potential for running the country, adding that the mines have the capacity for value-added growth; So activating them, on the one hand, creates employment for us and, on the other hand, brings a lot of currency.
Pointing to the importance of avoiding crude sales, he said: "When we process stone, we see more currency and employment for the economy than we export minerals in raw form."
Hosseini Kia, in response to the question of what steps the parliament has to take to avoid selling raw materials, said: "I do not agree with policies such as increasing the export duties on mineral raw materials." The parliament should help the miners to update themselves so that they can grow the processing, not to oppose them by implementing policies.
The representative of the people of Songhor in the Islamic Consultative Assembly, referring to the export of raw precious stones from Iran, noted: At present, we have many precious stones in the country that are exported in raw form. Other countries process it and return it to us at a higher price.
Emphasizing that we should be able to develop in the processing sector, Hosseini Kia stated: "It is better to consider requirements to encourage mining activists to grow processing." We should provide facilities, provide incentives, and say, for example, that any production unit that processes its mineral raw materials is exempt from tax for one year. This motivates the miner to spend his one-year tax amount on the growth of the mineral product.
Asked what the parliament plans to develop the mining sector this year, he said: "One of the priorities of the new parliament is to develop the mining sector." The mining sector has laws, some of which have expired and are unusable; Therefore, the ground for their elimination must be provided. There are legal loopholes that need to be proposed as a bill and approved by parliament.
Asked what measures the parliament would take to support miners in providing cheap mining machinery, Hosseini Kia said: "The parliament can defer the miners 'previous debts for a while, pass laws that reduce banks' interest on their loans, and raise capital." Consider a new turn for miners.
last word
Due to the economic problems of the country, today it is very important to pay attention to the mining sector and its growth. MPs believe that the mining sector has not been able to grow as it deserves, and we have not been able to take full advantage of the country's mining capacity. In the meantime, the Eleventh Majlis seeks to develop this sector and turn all the capacities of this field from potential to actual. MPs believe that contradictory laws should be removed by the parliament and a solution should be found for them, as well as facilities such as tax exemptions should be applied by the government so that we can achieve the development of the mining sector.
