According to the Iran International Stone Exhibition, Seyed Ehsan Khandozi, Deputy Chairman of the Economic Commission of the Parliament, stated about the latest changes in the details of the vacant tax plan: In the recent meeting of the Economic Commission of the Parliament, representatives of the Housing Builders and the Organization of Affairs A package tax was introduced and it was decided that the commission would increase the tax rate by ten times the tax rate in the 2015 law.
He added that the source of the annual rate of tax on vacant houses was changed to the value of property rent tax, adding: "In this plan, the tax rate on vacant houses is five times the relevant tax, ie property rental income tax." This is while the tax rate in the law approved in 1394 was fifty percent tax on property rent.
In response to the question about the source of calculating the amount of property rental income tax, Khandouzi clarified: Every year, the transaction value of the property is determined by the Tax Affairs Organization until the end of June, and based on its changes, the property rental tax also changes. The tax on vacant homes is five times that amount.
The representative of the people of Tehran, pointing out that the ideal pricing situation is to consider the average transactions of each city or neighborhood instead of the values declared by the tax organization, said: "Currently, a system that is a large database and is also expressed through official laws Of course, there are no systems at the moment that have numbers and figures in this regard, but there is no system that is so official that it will be documented later in case of violation for the judicial authorities of the country.
He stressed: "It is possible to write in the numerical charter, but another number can be exchanged, so if the country can solve the problem of ordinary documents and charters, immediately after that, the possibility of creating such a database will be provided."
A house that has not been inhabited for six months is considered an empty house
The representative of the people of Tehran, in response to another question about the index of vacancy of a house, stated: The criterion of vacancy of a unit is that it has a total of six months of uninhabited in each solar year, the identification of which is entrusted to the real estate and housing system. .
Taxes are levied at the time of purchase and sale
Referring to the method of collecting this tax, the Vice Chairman of the Economic Commission stated: The place of tax collection is the time of buying and selling housing, so home buyers should be comfortable in terms of the seller's tax settlement at the time of transfer. Whenever there is an inquiry from this organization about buying and selling, if someone owes money, this tax should be included.
Referring to the suspicion raised about the danger of selling the national code, he clarified: According to the decision of the commission, households can own another house besides their place of residence, but they can not rent a place other than their own place of residence. It happens that rent can be an escape route, so with the recent decree, this issue will be minimized because no one is willing to register their home ownership in someone else's name due to tax evasion.
Criminal convictions await devices that do not provide information to the National Real Estate and Housing System
Regarding the method of collecting real estate information, the Deputy Chairman of the Economic Commission of the Majles stated that the law approved in 1394 did not provide any heavy executive guarantee for not providing information to the National Real Estate and Housing System. Khandozi continued by stating that in the recent meeting of the Economic Commission, the ambiguity raised by the Secretariat of the Supreme Council of Cyberspace and the Ministry of Interior (Civil Registration Organization) was also investigated: to resolve that ambiguity, the facilities of the Civil Registration Organization system were created simultaneously. And the real estate and housing system of the country should be used and neither of them should be deleted in the implementation stages of this law and the information of each family can be registered and entered in both systems as a complement.

Asked if the tax on vacant homes would make informal transactions and charters more common, Khandouzi said: "I think it will be the other way around, because the majority of economic actors are afraid that the vacancies of previous owners will not be written to their account."
