According to the International Exhibition of Iranian Stone, the Deputy Minister of Mines and Mining Industries of the Ministry of Industry, Mines and Trade recently emphasized that the eligibility of applicants is the main criterion of this ministry in issuing mining licenses. This ability includes financial, technical and professional, economic and social capabilities.

Dariush Ismaili announced that the process of handing over the mines and industrial units in the new program of this ministry has significant changes, so that instead of handing over the principle of mining or industry, the management of these units will be handed over to the private sector.

He added that the activation of small and inactive mines is one of the main policies of the Ministry of Industry, Mines and Trade in the field of mining industries: if stagnant mines are not activated, their licenses should be revoked.

Experts believe that miners have the necessary expertise and sufficient knowledge to play an effective role in the further functioning of the mining sector, the activation of passive and stagnant mines. It is worth mentioning that there are more than ten thousand inactive and stagnant mines in different parts of the country, and the activation of twenty-five percent, which is equivalent to one thousand units, is planned this year. The ratio of inactive to active mines is one of the criteria for measuring the performance of provincial managers in the Ministry of Industry, Mines and Trade, which shows the importance of the issue of mines at the national level.

The role of the specialist private sector

Majid Vafaeifard, director of the Iran Minerals Processing Research Center, said about the need to meet the qualification requirement: "One of the challenges of incompetence in the mining sector is that many mining licenses are issued without any action being taken on mining activities." This can help create a space for speculation and rent, while no action is taken for exploration and processing.

The director of the Mineral Processing Research Center of Iran pointed out the importance of expertise between the private sector for mining activities: When specialized collections and real and legal personalities in the mining and mineral industries are present, the probability of an exploration zone will be achieved and Extraction, exploitation and processing are more.

"Thus, the space must be open to the legal and real private sector, so that if it wants to do something in the mining sector, it must have the ability to do so," Wafaeifard stressed.

Noting the importance of companies entering the stock market, he continued: "Some time ago, the government proposed that transfers be made within the scope of exploration and licenses through the stock exchange." As is the case in other countries, we can attract investors through the stock market. In the meantime, companies must be formed that can direct their capital to the mine and set a specific time schedule for exploring, preparing, and then reopening the mine.

Priorities in the year of mutation production

The director of Iran Mineral Processing Research Center, referring to the priorities of this center in the year of the production leap, said: Development of specialized services, laboratory in the field of mineral processing, including analysis, processing tests and pilot; Sustainable development in the mining sector and environmental activities; The development of applied research and technology in the mining sector is one of our priorities.

"We have defined several good projects in the last two years in the field of environmental assessment of mining projects and waste recycling and waste," Vafaeifard said, referring to the group's efforts to pay attention to the environment and sustainable development in the mining sector. We have several agreements on waste recycling that have led to the conclusion of contracts with large steel complexes.

"Paying attention to waste, processing and reprocessing it is a big environmental task," he said.

The director of Iran Mineral Processing Research Center said about the observance of standards and optimization of processing lines in the year of production leap: "Considering the facilities we have in the processing center, we should be able to help the private and public sectors to promote recovery and production of processing plants."

Fifteen ranges left in each zone

Sedigheh Haghighi, a mining exploration expert, said that so far anyone in Iran could register a mine: "In the past, the person who registered the mine did not necessarily have enough expertise in this area." In fact, from the shepherd and the villager to the search expert, everyone could enter the mining sector.

Haghighi continued by pointing to the change in policies in the nineties: From the nineties, the financial capacity of the miner was raised. This important factor prevented the previous case, because not every person who could not afford to make a deposit of fifty to one hundred million tomans in the mining sector could not. For example, the average account for the last three months of a fourth grade mine was at least fifty million, a third grade mine was about seventy-five million tomans, and a second grade mine was about one hundred and twenty-five million tomans, which a miner should be able to afford. Fortunately, this condition prevented anyone from registering the area with any qualifications.

The mining exploration expert stressed: "Of course, this condition was not met again, because many people have money, but they are not mining experts and have no knowledge of mining." So the condition of competence that is being emphasized today is an important issue that we hope will be operational.

Haghighi went on to ask how incompetent he can be in mining: "A person who does not have the necessary expertise and has only heard that he is in the mine is not a professional because he does not know his job well." It takes a lot of time to learn the basics.

"Many of the mines that have been abandoned show that the miner has not been able to use his legal deadline to continue working," he said. Therefore, these mines are gradually declared void.

He continued: "After the mine was declared void, it must be auctioned twice to be released, and it will be released after six months." Registering a range is also a difficult process that not everyone can do.

He added: "Someone who is not familiar with mining from the beginning and registers mining, although he has spent a lot of money, but he sees that he has not been able to navigate and study properly.

Concerns of mining experts

Haghighi noted the concerns of mining experts these days: "We have a lot of free and abandoned areas, which shows that the miner is not able to continue working and has abandoned it." Although the Industry, Mining and Trade Organization has announced the mine in a specific area; But no one has sought exploitation and left it in a corner.

He stressed: "Unfortunately, in each area, we see at least ten to fifteen areas that have been abandoned in this way."

"Although these mines can enter the economic cycle and be highly profitable," said the mining exploration expert, referring to the mine's impact on economic growth. But nothing is done about them and they remain abandoned. The only thing miners can do for these mines is to put the area up for auction.

Haghighi continued by pointing to the many troubles that occur to experts: for example, it is a mine that took three years to be auctioned, but due to obstacles such as getting an inquiry, the presence of an expert for its price, etc., it is still successful. We are not.
