Duplex approval of the vacant house tax plan
Members of the Islamic Consultative Assembly agreed to two urgent amendments to Article Fifty-four of the Law on Frequent Direct Taxes or Taxes on Uninhabited Homes.
According to the International Iranian Stone Exhibition, the Islamic Consultative Assembly in a public session today approved two urgent plans to reform the housing market; The plan to amend Article 54 of the Frequent Law on Direct Taxes or Homeless Taxes was initially removed from the agenda due to a lack of loading in the system. they agreed.
We must prevent possible losses and opportunities in the housing market
Hojjat-ul-Islam and Muslims Hossein Hosseinzadeh Bahraini, in agreement with the two urgency of this plan, said: "In our country, we have more than one need for a residential unit built in the country." The problem with our housing market is that housing demand is higher than the supply of housing. The information that the media needs to know that our vacant units have exceeded a few million is not accurate.
He added: "In the ninth term, we passed an article in the law on direct taxes." The summary of the note of seven articles, one hundred and sixty-nine and repeated, was that the government should know what the housing situation is like in the country, so the government was obliged to create a national system of real estate and accommodation. How many habitable housing units do we have and where are they and what are the conditions? At the same time, households should be registered in the same system so that it is known in which housing unit each household lives. The difference between the two is that housing units are ready to be housed.
A member of the Economic Commission of the Majles stated: In the Ninth Majles, we enacted this law, but the government provided the necessary support because it did not create this system and this issue was delayed, now the Ministry of Roads and Urban Development has announced its readiness and infrastructure has been provided. The loading of this system is not complete, and if this very important system of governance required by the society is effective, its information must be sufficient and comprehensive, that is, both the property and the accommodation of the families must be registered there.
Defending the urgency of the plan, Hosseinzadeh Bahreini said: "This plan of urgency wants to accelerate this process if this plan of urgency is approved and then immediately in the commission and in the approval process and it is communicated to the government, a knot." The housing market problem will be solved; One of the reasons why this is not serious is that if we are going to ask someone who built a housing unit but only hoarded the housing unit to make it more expensive, we should use strong deterrent tools. Let us mention that this plan mentions two emergencies well in these cases.
He added: "This plan is absolutely necessary because there are conditions in today's housing market and many of our tenant families are looking to rent a residential unit while they are hoarded in the neighborhoods of residential units. To solve this problem, we have to make a legal regulation." Let's do what this plan will do for us.
The member of the economic commission of the parliament said: the members of the economic commission both agree with the two urgencies and approve the principle of the plan. We hope that the deputies also agree with these two urgencies so that we can do important work in a short time.
Also, Mehdi Toghyani, the representative of Isfahan, agreed with this plan and said: "Since the beginning of the 11th parliament, many expert discussions have been held on the issue of housing by representatives who are experts in this field. In this plan, 24-hour expert work has been done. Fifty-four repetitions in the process area that discuss empty cells.
He added: "In the previous case, the information of the devices should have been entered into the real estate and accommodation system, but in the discussion of the entry of information by the devices, we have a problem now and the information does not match. These areas are in trouble. Two urgencies have been raised to prevent possible damages and death opportunities.
The representative of Isfahan in the parliament said: the people expect that the 11th parliament, which has been formed with the slogans of livelihood and the demand of the Supreme Leader of the Revolution in making people's living demands, will do serious and immediate work in the field of housing because things are happening in the housing market this summer. . In the Economic Commission, we announce our readiness to put it on the agenda immediately. In this regard, new expert work has been done in this regard, and now the discussion is that with the method of self-declaration of national code and postal code of people, we hope to be able to untie the knot of people's problems in the field of housing with this plan.
Toghyani continued: "We cannot do any short-term work other than this plan at this time in the field of housing."
We should not rush into housing
Yazd MP Mohammad Reza Sabbaghian said in opposition to the plan: "We are more inclined to pass laws." In this regard, we have the existing laws and the conflicting laws that must be attached to them, the tax on vacant houses is important, what laws we had before are important. So this design requires hammering and baking, which I don't think has been done.
Ali Babaei, a representative of Sari, also opposed the two urgency of this plan and said: "The importance of housing is clear to all of us, but we should not be in a hurry." Today, we will determine the tax on vacant houses, while in the previous parliament, it was also determined, but because we did not have a single system in the country, it was not enforceable.
He urged lawmakers not to vote on the bill as a matter of urgency, but to vote on it as soon as possible, so that the specialized commission can discuss it so that the elites who want to reorganize the housing market today can comment on it. It is effective on adding empty houses.
The representative of Sari continued: "We should not act emotionally in this regard because such attitudes will not have positive effects on society and people expect us to do expert work. We should not discuss these issues in a slogan because people in society expect any plan in parliament." Approve to see it practically in their lives.
"Housing is important today, but we need to see how and with what tools we need to improve it," he said. Let's avoid emotional confrontation with this issue. We should also have the government's views on this issue.
