In the last four years, about one hundred and seventy directives have been issued in the field of mining. This means that a weekly new mining directive has been approved in the mining sector, often in conflict with previous directives.

According to the International Stone Exhibition of Iran, the first of July has been marked in the official calendar of our country as the day of guilds. Every year on this day, trade unions from all over the country, officials of unions and managers of the Ministry of Commerce, etc. come together to discuss the problems of guilds and organizations. This program has not been held this year due to the outbreak of Corona virus; Therefore, Samat newspaper has become the voice of mining organizations to convey their words to the authorities.

Act according to the law

Hassan Hosseingholi, head of the Iranian Lead and Zinc Exporters' Union, said that the main problem for miners and miners is the poor performance of officials under the law. "For example, we can see laws to remove barriers to production and improve the business environment, The rules are inconsistent. According to Article 4 and 5 of the Law on Improving the Business Premises, mining organizations should be invited for every decision made in the field of mining and their opinions should be used for decision making, but unfortunately we do not see such a case in practice. Referring to the actions of the previous Deputy Minister of Mines, he continued: "Since Jafar Sarghini was elected Deputy Minister of Mines and Mining Industries of the Ministry of Industry, Mines and Trade, he has taken measures such as dissolving the Lead and Zinc Policy Headquarters." Mineral organizations do not believe.

The head of the Iranian Lead and Zinc Exporters' Union, referring to the positive role of the current Deputy Minister of Mines in the role of most mineral organizations, said: Recently, as a mining organization, we gave him the message that in order to solve the problem of lead and zinc and mining in general, conditions must be provided for mining activists, organizations and unions to be present along with officials to solve problems with each other; Therefore, we hope that in the new period, with the presence of the new deputy, the decision-making structure in the mining sector will be reformed.

Hosseinghli said that in the last ten years, the biggest blows have been dealt to the mining sector and the mining industry. "While mining activists did not pay VAT in the past, they were supposed to pay nine percent of their sales as VAT." Also, although government salaries should be increased every three years, the number has increased each year, according to officials.

The head of the Iranian Lead and Zinc Exporters' Union said about the increase in illegal tolls last year: "Physical work (crushing and abrasion), chemical and quality work (mining from two to fifty percent and increasing its value from ten thousand" on the mineral extracted from the mine. It is done for ten million tomans and according to the law on removing production barriers, it should not be considered a raw material, but the officials of these materials considered it as a raw material; Therefore, the activists were deprived of the export tax exemption, and on the other hand, they announced that they had to pay 20% of the duties. This increase in tolls closed hundreds of mines, to which no one showed any signs of action.

"Unless the authorities believe we are under sanctions, the banks will not work with us and there is no LC," he said. Why do they impose such problems on us?

Hosseinghli said that the opposition of the president of the unions and mining associations was not taken into account by the officials, adding: "Whenever we criticize, we are treated severely, while we, as the president of the union, must be accountable to the members."

The importance of the role of government

Kamran Vakil, secretary of the Union of Manufacturers and Exporters of Mineral Products, said that the main problem is the government's interference in the economy.

The secretary of the Union of Manufacturers and Exporters of Mineral Products, referring to the numerous and contradictory directives in the mining sector, said: "According to our study, about one hundred and seventy directives have been issued in the field of mining in the last four years." This means that a weekly new mining directive has been passed in the mining sector, often in conflict with previous directives. Most directives are also issued superficially, without studying and consulting with organizations and the private sector.

He stressed: "These cases cause real activists in the mining sector to face problems such as export duties, government rights, and so on."

Referring to the impact of government policies on the growth of speculators, the lawyer said: "A few years ago, the exporter exported minerals and imported loader parts, which was normal." No mining activist went to the market to buy these items; Because he knew from whom to get the quality goods he needed, but at the moment the exporter has to put the currency in the Nima system and then buy the part he needs from the importer; Therefore, it puts its currency below the market price and makes the required goods more expensive. Under these circumstances, we have paved the way for the broker, the importer and the embezzler.

The Secretary of the Union of Manufacturers and Exporters of Mineral Products, referring to the confusion of foreign buyers of Iranian mineral products, said: Do not accept; So if we have a problem in the foreign arena, the sanctions, we have a hundred problems in the domestic arena.

In the end, the lawyer, as a representative of the private sector and an active member of the mining organization, stated: The government that has created these rules does not see a problem that it wants to solve. But in the current situation, the biggest demand of any class of the government is not to interfere in the micro and macroeconomic policies of the private sector and organizations.
