Development is a process that leads to human domination over the surrounding nature, and for this domination there is a need to know the surrounding environment, so science, research and research is the main and fundamental element in better use of tools to strengthen this mastery. One of the distinguishing features of today's development and its traditional methods, and in other respects the distinction between developed and backward countries, is the productivity that teaches how to make better use of available resources. At present, the rate of economic growth in developed countries is between zero and four percent, while in developing countries it can be as high as ten percent.
 The reason for this is that developed countries have reached full employment and have used all three factors for development, and their growth of about four percent is from the same place of productivity. This means that these countries continue to increase their production through science and research, using their fixed resources, and this small increase in the growth rate is much more valuable than the growth of the development rate, relying on increasing resources. As a result, today's competition between developed countries is improving productivity, and any country that uses its intellect, thought, science, and knowledge more and better can benefit more from its available resources. If we can apply this to all aspects of the country's economy, we can increase economic growth. Unfortunately, in our country, oil has always filled the void left by all factors affecting economic growth, including productivity, due to its historical role in our economy, which is why we have never felt the need to pay attention to this issue and make the right investment. We do not have the factors that can increase productivity.
Attention to productivity and its role in economic development has caused us not to use our available resources and forces properly during these years, and by doing so, we have provided the ground for the migration of the country's human resources. In general, productivity and its organization have become formal organizations in recent years that have not been able to create productivity in various sectors of industry, agriculture, trade, etc. In fact, our policymakers, decision-makers, and decision-makers have not yet fully grasped the fundamental role of manpower in development, so we have abandoned this enormous capacity and resorted to oil to make up for its loss. We have been chanting the slogan of liberation from the oil economy since the beginning of the revolution, but because we did not know the way to achieve this goal, which is to replace manpower with natural resources, including oil, we are still dependent on oil. Another noteworthy point about economic productivity and the problems of our country is the imitation of other countries without considering the needs and requirements related to it. Just like when we see South Korea spend three percent of its gross domestic product on research, we think that if we increase these budgets, we will reach the same position, when it is not at all, and we are still. We do not feel the need for research in this area. The same is true of productivity, which means that a series of formal actions are taken in this regard, but in the end, oil solves all the problems and the vacancy of productivity is not felt.

We also have problems with the basics of economics

There is no productivity in our economic system, and the important reason for this is that our economy does not have the three necessary factors for productivity: transparency, competitiveness, and freedom. When these three factors do not dominate the economy of a country, both in the production space and in the business environment, the system cannot be expected to be productive and move in that direction. When the policymaker does not base the system on productivity and there is no transparency, competition and economic freedom, even if someone wants to use his personal facilities to be healthy and productive, he will fail because the existing system is based on lack of Transparency, corruption, inefficiency and inefficiency have been defined. The truth is that we have been talking for years about economic issues, programs, seminars and conferences about the importance of the issue of productivity, but there is no concrete manifestation of it. From the second development plan, it has always been planned to get a percentage of our economic growth rate from the place of productivity, but in practice neither those programs and the projected economic growth rate were achieved nor that percentage of productivity was achieved. At present, our economic system, due to the lack of the three components mentioned above, is a sick system that cannot be productive or focused even if it wants to. In a transparent economy, the capabilities of programs, firms, and productive organizations are focused on other sectors, but in a non-transparent economy like ours, this is not the case, and your relationship with a powerful institution or person can be used to buy bureaucratic barriers. Using it can take you decades ahead of a productive person. We all know that in raising a child, we cannot expect him to be a running champion until we teach him to walk. The same is true of our economic and trade issues. In fact, the main problem in the unhealthy situation of the country's economy, especially in the post-war years and the emergence of all kinds of sultans and mafias in various fields, is primarily the lack of this transparency, and until effective action is taken, there is no hope for improvement. Our economy has many problems in its basic principles and is full of monopolies and corruption due to international standards, and with these conditions, it seems that there is still a long way to go to reach standard standards in this field, and at the moment we are talking about expecting more productivity for fun.
