Establishment of a single management within the borders of the country with the aim of facilitating exports
Chairman of the Iranian Chamber of Commerce, Industries, Mines and Agriculture: We emphasize the development of interactions and relations with neighboring countries and the promotion of diplomacy with the aim of developing the export sector.
According to the International Stone Exhibition of Iran, Gholamhossein Shafei in the 17th session of the Mashhad Chamber of Deputies pointed to concerns about the efficiency of government support for damaged businesses, due to the economic crisis in Corona and said: Countries around the world have special financial stimulus packages to help the economy affected by the coronavirus. Comparing these stimuli with the country's gross domestic product, we find that Japan tops the list with 21 percent, followed by the United States with 13 percent of its gross domestic product. Germany has about 11 percent, followed by China at about 4 percent. But the support figures that have been allocated, along with the ratio of support to GDP, are much lower and more limited for Iran.
He stressed: "It is necessary to mention that Iran is facing different conditions in the face of the crisis caused by the outbreak of corona, our country faced this new challenge in the difficult time of sanctions." During this crisis, we also saw the fall in oil prices, which added to the volume of problems. However, what has been considered in the form of support for the economy and the business environment has been the wealth of the government in this area, but the management of these few resources seems very necessary and the emphasis of the private sector is on effective government strategy. .
The President of the Iranian Chamber of Commerce, Industries, Mines and Agriculture reminded: "In a recent meeting between economic activists and the President of our country, we emphasized the importance of this issue and called for prioritizing credit to the affected sectors." It should be noted that a number of manufacturing sectors have flourished amid the crisis. Even before the onset of the disease, some were critically ill and ill, and the provision of facilities, despite limited resources, would not lead to their recovery. Therefore, any assistance should be provided by considering all these components in order to achieve the necessary efficiency.
Shafei emphasized: "We must accept that in the past years, the same disregard for priorities and targeting of support with the approach of maximum productivity and effectiveness, caused a lot of resources to be spent and spent, but the necessary impact is not created."
According to the public relations report of the Khorasan Razavi Chamber of Commerce, Industries, Mines and Agriculture, Shafei asked the specialized commissions of the Chambers of Commerce to conduct the necessary investigations in this regard and submit their proposals to the provincial authorities and the Iran Chamber.
One hundred and sixty-three billion tomans in cash donations were allocated by the Chambers of Commerce to deal with Corona.
In another part of his speech, the head of Iran's Chamber of Commerce, Industries, Mines and Agriculture praised the efforts of the country's health staff, which are at the forefront of the fight against corona, and said: "Empathy and convergence of various government departments, economic activists, organizations and The Chambers of Commerce are commendable for helping to meet the health and medical needs of this sector and to support the vulnerable.
Shafei said: "The statistics provided until a week ago showed that one hundred and sixty-three billion tomans of cash donations have been collected by the chambers of commerce and spent on charitable intentions and helping to fight the disease." Of course, these efforts are still ongoing, and the private sector has adequately fulfilled its social responsibility in this area.
He also spoke of the Chamber of Commerce's efforts to investigate the effects of the crisis caused by Corona on businesses: "In addition to studying international experiences, provincial challenges, views and suggestions from seventy-two private and twenty-two organizations." The country's Chamber of Commerce was compiled and summarized. The result of the efforts made was a comprehensive picture of the current problems and future challenges.
Shafei noted that all the proposals received from this place were sent in the form of fifty-five letters to the heads of the three forces, the Central Bank and some related ministries. About 100 letters were signed by the Secretary General and the deputies of the Chamber to various economic sectors to reflect the views of the private sector on transparency in controlling the consequences of this crisis.
Emphasis on creating a unified management within the country's borders with the aim of facilitating exports
The head of Iran's Chamber of Commerce, Industries, Mines and Agriculture also referred to the problems of private sector activists in the field of exports and noted: "This issue was mentioned in a recent meeting with the first vice president." Our emphasis was on developing interactions and relations with neighboring countries and promoting diplomacy with the aim of developing the export sector.
He continued: "One of the issues that was raised and followed up at the suggestion of the Mashhad Chamber in this meeting was the problems of economic activists in the country's borders." The lack of a unified management at the country's borders has caused trade trends, especially exports, to fluctuate at various times. This issue is very important for Khorasan Razavi as one of the border provinces of the country, and therefore it was decided to present the proposals of the private sector to organize this area within two weeks.
Shafei reminded: "The general request of the private sector is to create a single management in the borders of the country in order to prevent interference and contradictory decisions and to facilitate trade."
Referring to the challenge of manufacturing units in the issue of working capital and access to raw materials, he noted: "Difficult conditions have been considered for the allocation of government support loans, which do not correspond to the existing reality." Many manufacturing units are currently facing a crisis in raw materials and, despite the boom in the market, are struggling to meet their production line needs.
The efforts of different sectors should be to keep the community calm
"Mahmoud Siadat," the vice president of the Khorasan Razavi Chamber of Commerce, Industries, Mines and Agriculture, also spoke about the country's difficult economic situation. And that challenge adds to its complexity. At this point, more than anything else, we need rationality and the right decisions so that the economy and production do not get caught up in this.
He added: "At this critical time, the efforts of various institutions and departments should be to maintain the peace of society and support the affected classes."
Siadat said: "It seems that the current stage is not a good time to advance some basic strategies and programs, and first the wave of problems must be controlled and then the necessary steps must be taken for such actions."
"The private sector is complaining about not being heard," he said. In the current situation, the activists of this sector must agree on some important and fundamental demands and insist on their realization.
The resilience of businesses operating in the service and trade sectors has been minimized
"Mohammad Hossein Roshanak," the head of the Mashhad Chamber of Commerce's trade commission, also warned: "Currently, the resilience of economic enterprises active in the field of services and trade has been minimized and they are facing critical conditions." It is necessary to examine to what extent the facilities provided to these enterprises, with the special conditions set by the government, can be effective and untie the knot of their problems.
He added: "So far, various proposals have been made by the private sector and economic organizations to support these economic enterprises." We are concerned that effective and urgent action will not be taken in these areas, and if this happens, we will face an unemployment crisis in the service sector.
The member of the Mashhad Chamber of Deputies noted that the prevalence of corona disease has overshadowed Iran's trade with world markets. Like deploying disinfection tunnels on their borders. Since the crisis, due to the lack of these facilities and infrastructure, neighboring countries have closed their borders to goods exported from Iran.
He added: "In consultations with these countries, their emphasis was on the observance of health protocols, but it is still unclear when these facilities will be deployed and activated to reopen the country's export routes." There is also a risk of losing opportunities and existing markets.
Roshanak emphasized: It should be examined who did not pay attention to those serious challenges at that time and did not provide the necessary facilities to witness these serious challenges today?
The Secretary of the People's Headquarters for Combating Corona in Khorasan Razavi also presented a brief report on the measures taken to help the front line in combating the disease and support the vulnerable sections of the society: during the first ten days of the outbreak in Khorasan Razavi; The province's anti-coronation headquarters was able to meet all the hospital needs of the area. Private sector organizations, especially the Chamber of Commerce, have made valuable contributions in this regard. We hope to continue to overcome this crisis with pride.
"Marketing", Introduction to "Production Leap"
"Hossein Ahmadi Soleimani," the head of the Mashhad Chamber of Mines and Mining Industries, also said in another part of the meeting: "The country's export statistics have decreased significantly in recent months." All of these issues cannot be attributed to this crisis, and the government's behavior and the central bank's policies have prevented the exporter from taking the risk of a foreign exchange commitment.
He added that the first necessity in realizing the leap of production is "marketing." It is appropriate for the Chamber of Commerce to address this issue by taking into account the views of the economic elite and to make the government aware of its importance.
Khorasan Razavi Tourism Industry has suffered the most damage
"Ali Akbar Alizadeh Qanad," the head of the tourism commission of the Mashhad Chamber of Commerce, said: "The biggest damage caused by the Corona outbreak was caused by the tourism industry of our province and put the activists in this field in a difficult dilemma."
He added: "It has been almost three months since the outbreak of this disease, and during this period, tourism and accommodation service centers have lost their peak of income and are trying to survive and continue their activities." To date, none of the government's promises of support for this sector have been fulfilled. In this regard, it is necessary to hold special meetings with the presence of the governor and relevant officials.
He emphasized: the major part of the income of Mashhad city is provided from the tourism sector and related services. In various meetings and correspondence, we have talked about the challenges of this sector, but we have not seen any appropriate action. Many accommodation centers and restaurants have declared bankruptcy or are on the verge of closure, and the continuation of this situation could lead to widespread unemployment in this sector. Leads.
Qanad criticized the policies of the central bank and the heavy bureaucracy on the issue of currency allocation, saying: "We have been in the queue for a month now, so much so that, surprisingly, they allow us to buy free currency, not half of the market." This is a heavy bureaucracy, while the task of allocating 4,200 tomans is not clear.
Production mutation requirements
"Reza Hamidi", the head of the Social Responsibility Commission of Mashhad Chamber, also called for the freezing of bank debts and even taxes and social security by the government and explained: "This issue has a history in our country's history and provides an opportunity to The manufacturing sector is rebuilding itself. Major industries had zero or minimum profits in April; In such a situation, how can you expect them to pay off the loan or interest?
He noted that the jump in production has requirements such as combating smuggling, curbing illicit imports, combating abusers and giving producers the necessary incentives, and achieving these goals could lead to that goal.
Challenges facing saffron exporters
Ali Shariati Moghaddam, head of the Mashhad Chamber of Agriculture and Water Commission, also pointed to the challenges facing saffron exporters and said: "The government's foreign exchange policies have caused the top twenty exporters in this sector to take their place in recent years." Give people who used rental business cards and are unlikely to return their currency to the country.
He added: "We discussed these issues in meetings with central bank officials, but the existing problems are not over." Saffron is a smuggled product, and if its computational exchange rate is lower than the market price, it will easily facilitate the smuggling process. The current situation has created a platform for the smuggling of this product with a low price to take precedence over its official export, and this could cause serious damage to this sector.
Shariati Moghaddam reminded: "Official companies active in this sector are facing the challenge of survival, but the officials are still ignoring the problems of this sector."
The jump in production is only in the discourse of the officials, but not in the behavior of the executors
Continuing the meeting, Gholam-Ali Rakhshat, head of the Mashhad Chamber of Industry's Industry Commission, said: "Production leaps" are frequently expressed in the discourse of government officials, but in the behavior of the executives of this sector, we do not see the requirements for this concept.
He continued: "Recently, we have witnessed great events in the stock market." Many experts consider the lack of attention to the requirements of this market and the excitement and false growth in this sector as a serious challenge for the future and the people's capital, and warn against it repeatedly.
"Today, we see that people's capital in the stock market, instead of being directed to the production line, is spent on companies and banks under the government," Rakhshat said. The government seems to be using this tool to make up for its budget deficit.
He pointed to the boom in the coin and currency markets and warned that the current trend is challenging people's meager capital. In recent coin market inflammations, the role of banks cannot be hidden. Commercial markets are still booming in our country. All this while the production sector is struggling with serious crises to provide the least working capital or raw materials.
Mashhad Chamber's record last year
But in another part of the meeting, Ali Kabir, Secretary of the Khorasan Razavi Chamber of Commerce, Industries, Mines and Agriculture, presented a report on the performance of the private sector parliament last year: Over the past year, a total of two hundred and forty sessions in the parliament. The private sector has been held, thirty-four of which have been related to the joint meetings of the board of directors and the board of representatives of this chamber. , In the presence of their members, examined relevant specialized topics.
He continued: "In addition, the facilitation staff also followed up on the problems of the private sector and economic enterprises in forty-two meetings." The Mashhad Chamber also witnessed the holding of twenty-nine meetings and conferences, six assemblies for covered organizations, and ten foreign meetings.
Referring to the services provided to the province's economic activists, the secretary of the Mashhad Chamber added: "Last year, a real or legal business card was issued or extended for 1,977 people." A total of four hundred and nineteen membership cards were issued or extended at the request of natural or legal applicants. To these cases we must add the issuance of six thousand four hundred and sixty-five services of certificate of origin.
Kabir noted: "In addition, economic activists last year benefited from 1,195 free counseling services and one hundred and thirty-eight training courses."
He praised the efforts of the Secretariat of the Government-Private Sector Dialogue Council and the Chamber's specialized commissions to follow up and investigate the problems of the province's economic activists, and presented a report on the record of other sections of the province's private sector parliament. , Khorasan Razavi Industries, Mines and Agriculture has been loaded.
