On the other hand, this organization cooperates with the Ministry of Industry, Mines and Trade in an integrated manner. The members of the Engineering System Organization in different provinces are ranked according to their qualifications and abilities, and each of them performs his duties, which range from design and implementation to supervision.
Nabai was appointed chairman of the Central Council and head of the Mining Engineering Organization for a three-year term by the end of April this year. In this interview, the head of the Iranian Mining Engineering Organization explained the importance of electronic and intelligentization of all the affairs of the organization, this year's programs of this organization for the leap of production and the importance of the role of observer that you read.
How concerned is the Mining Engineering Organization about intelligence in various mining processes?
The Engineering System Organization plays a significant role in the issuance of technical-financial certificates and the processes that lead to the issuance of mining licenses, and it is very worrying. Due to the importance of providing technical-engineering services to the mining sector, the need for intelligence has been felt for a long time. Since last year, we have been preparing for, for example, the provision of services to members such as the issuance of membership cards and the issuance of employment licenses. In the new year, the Minister of Industry, Mines and Trade, during his first visit to the Engineering System Organization, emphasized the issue of smartening. Thus, the Engineering System Organization should use the maximum available capacity and capacity to move faster in matters related to the issuance of licenses and to be able to provide more services by creating transparency. Many clients have become accustomed to visiting in person, which can lead to the spread of the coronavirus. In the engineering system organization, because part of the process was electronic, the problem was less with the spread of the virus. Today, it is important for the Engineering System Organization to be able to minimize the number of clients referring to the Engineering System Organization and the Industry, Mining and Trade Organization of the provinces and the Ministry in normal circumstances and after Corona. This not only saves time and money but also helps to make things more transparent.
What obstacles must the organization of the engineering system solve in order to achieve the leap of production?
One of our problems is the slowness of the issuance of mining licenses, so we must work to accelerate and make it more transparent. At the organization, we strive to improve our structures in line with the smart structures of the Ministry of Industry, Mines and Trade, and to be able to have integrated programs because we have a common client. Fortunately, Dariush Ismaili, the Deputy Minister of Mines of Industry, Mines and Trade, is currently cooperating well with the Engineering System Organization, and this will speed up the process. As it turns out, with better coordination, we can do more with less time and money.
What are you focusing on this year?
We have made smart in the discussion of mine monitoring. This year, more than 3,000 active mines in the country have been monitored by members of the Engineering System Organization. We plan to upload the reports on the system so that the Provincial Industry, Mining and Trade Organization can receive the relevant information. This year, the Minister of Industry, Mines and Trade emphasized that the work process should not be prolonged and we should even feel the jump in production in the first half of the year. Thus, the process of smartening the organization of the engineering system is in line with all the processes of the ministry so that we can maintain integrity. In the field of mining, we are going to do some monitoring to develop the mining industry in a way that will help production in the mining sector and in the new year we will achieve a jump in production. Another issue we are focusing on this year is the definition of a technical supervisor. This responsibility did not exist in the past, and the ministry received supervisory reports from the technical officer. Today, we have defined the technical supervisor to transfer the supervisory responsibilities of the technical manager to him. The technical supervisor submits his reports to the system, so that the ministry can obtain the necessary information at any time.
What was the point of thinking about creating a technical supervisor?
Mineral projects have various stages, including design, implementation and supervision. The design and implementation department has been pursued for years by members of the engineering system and the supervision department by members of the Ministry of Industry, Mines and Trade. In this process, due to the dispersion and high number of mines, the experts of the Provincial Industry, Mining and Trade Organization were not able to fully monitor the monitoring. In fact, the number of troops in the provinces did not match the number of mines, which negatively affected the quality of supervision. For example, there was a mine that was visited only twice a year, which is not enough at all. In addition, part of the monitoring was done by the technical manager, and because the technical manager has financial relations with the operator, there may be reports of this issue. Influence and reduce the quality of supervision. Thus, it was suggested that members of the Engineering System Organization be selected as technical supervisors. In this case, we can hope to visit the mine at least once a week and its various uses, such as the level of exploitation, safety and health. We have defined the technical supervisor so that he can independently adjust his report without financial connection with the operator. This process has been discussed in the Ministry's working group and is being finalized and will be communicated to the provinces soon. Our effort is to be able to leave the position of technical supervisor early in the second half of this year.
