The installments of the land purchase are ten years
The Deputy Minister of Housing and Construction, Minister of Roads and Urban Development, announced the implementation of the tax law on vacant houses this year, and said that if the government approves, the installments for the sale of land, which is now five years old, will be ten years.
According to the International Exhibition of Iranian Stone, Mahmoud Mahmoudzadeh pointed out that according to Article One Hundred and Sixty-Nine and Not Direct Taxes, taxes should be levied on vacant houses, explaining: "This issue has been seriously considered since September last year. The agenda of the Ministry of Roads and Urban Development was put on the table, and in February we completed the real estate system and it was displayed. We also raised this issue in the government's economic commission and demanded that conditions be created so that we can get information from various organizations and upload it to this system. It is expected that this year the Tax Administration will be able to collect taxes from vacant houses with the priority of big cities.
He further referred to the construction of Farhangian housing and said: "In line with the National Housing Action Plan, we signed memoranda of understanding with other institutions and organizations to house the add-on under their auspices, one of which is education."
Mahmoudzadeh stated that a memorandum of understanding for the construction of 117,000 housing units was signed by the Ministry of Roads and Urban Development and the Ministry of Education last December, adding that intensive work had been done in this regard and now the executive operations of 14,500 square meters. And four units have started.
The Deputy Minister of Roads and Urban Development added: "There is a very important point in the National Housing Action Plan. We should know that the government is not constructive and only has the role of facilitator and provides land and facilities to the builder, so if the applicants bring the injection project on time." Otherwise, there will definitely be problems. The construction of Farhangian's houses is planned for eighteen months, and we hope that with the colorful participation of education, we will be able to deliver the projects on time. According to the Minister of Education, the ministry also had a memorandum of understanding with Bank Melli to provide a 12% interest-bearing loan to applicants.
Ten years of paying land installments in the approval of the government
He also explained about the price of land and said: "We have two types of land prices, in some cities that the regulation regulations allow, ninety-nine years old land is assigned, and in some cities where the land conditions are higher than the regulations, sales." It will be in installments, although it was previously in the five-year regulations, but now we have proposed that it be paid in ten-year installments, which has been approved by the relevant commission and is ready for the government board. If approved, it will add value to applicants.
Regarding the construction of housing for the first, second and third villages, the Deputy Minister of Roads and Urban Development also said: "We have planned a plan to house these strata with the participation of support agencies, including the Relief Committee and the Foundation for the Underprivileged." In this plan, two hundred thousand housing units are to be built for these people in order to get housing with the least possible income. In the first phase, one hundred and thirty-five thousand eligible applicants who are generally covered by the relief committee have registered and are waiting. In order for the applicants to be introduced under the auspices of the Welfare Organization, in general, this plan is feasible.
Mahmoudzadeh continued: "According to the decision of the Supreme Housing Council and with the emphasis and announcement of the President, banks are obliged to bring 20% of the ceiling of their facilities into the housing sector." According to statistics, in 1397, more than seven hundred and fifty-three thousand billion tomans of facilities were provided by banks, and if we consider twenty percent of it, it will be more than one hundred and fifty thousand billion tomans. If this number enters the housing sector, we will see a serious change in the construction and housing sector, now this figure is about four percent.
He continued: "Following the follow-up, the central bank communicated a number to other banks, but the banks are reluctant to provide housing facilities because they have private shareholders." In any case, we are still negotiating with them.
Referring to the rental market, the Deputy Minister of Roads and Urban Development said: "The issue of rent is also a product of the difference between income and the value of the national currency." At the beginning of the new management of the Ministry of Roads and Urban Development, about five hundred thousand housing units remained in Mehr, but today this amount has reached sixty thousand units. This means that we make a special effort to hire tenants to register their units.
