Operators and technical officials are required to upload their production statistics to the cadastral system. We need to move away from traditional methods and take steps to grow e-government today.

According to the International Exhibition of Iranian Stone, according to the decree and notification of the Ministry of Industry, Mines and Trade, all miners must upload their production statistics to the mineral cadastre system from May 2 this year.

This has been officially announced to the mining activists, and it is hoped that all exploiters will be informed. According to Ali Abdi, deputy director of mining and mineral industries at the Tehran Province Industry, Mining and Trade Organization, this is in the interest of the exploiters, as they no longer need to go to the organization to register statistics.

Active and inactive mines

Kavous Ghasemi, head of the Mining Operations Office at the Ministry of Industry, Mines and Trade, noted the importance of the ministry's decision in the current situation: "Operators have always been obliged to report their production statistics to the province's Industry, Mining and Trade Organization on a monthly basis." He was present at this place. Although we have defined extensive capacities in the cadastral system for about six years to minimize face-to-face visits, most miners did not benefit from the system.

The head of the Mines Operations Office at the Ministry of Industry, Mines and Trade said: "Today, the Corona crisis has highlighted the importance of using this system." The need to maintain social distance has led to a lack of administrative presence and accumulation, and as a result, the functioning of e-government and the cadastre system has become more apparent.

Ghasemi said about the benefits of this decree: "Since we have to have the statistics of mining production online and today, the exploiters and technical officials are obliged to upload their production statistics in the cadastre system." Another issue is that we have to distance ourselves from traditional methods and take steps towards the growth of e-government. In the past, the exploiters were present in the province's Industry, Mining and Trade Organization, but there is no need for their physical presence in this place.

He emphasized: "In this system, all cases have been considered and it is clear on what date the user uploaded the information."

Referring to the problems of the cadastre system, Ghasemi said: "Every year, we should have collected the statistics and information of the previous year about production, employment, etc. in the mining sector, which was very time consuming due to the expansion of mines in different parts of the country." Sometimes it takes up to six months to gather information. Fortunately, this resolution and the concerns caused by the Corona crisis have accelerated the work and our statistics.

The head of the Mining Operations Office at the Ministry of Industry, Mines and Trade said that the accuracy of the information uploaded by the province's Industry, Mining and Trade Organization was confirmed. We carefully review and report any deficiencies.

Regarding the importance of the cadastral system, he said: "Mining processes are recorded in this system from registration to obtaining a license. Other advantages of this system include clarifying the status of active and inactive mines, so the system has many capabilities."

Asked why users have not yet appreciated the system and complained about technical problems, Ghasemi said: "Why some miners have not used the system so far and cadastre has problems, there is a lack of funding and lack of infrastructure." He pointed to the full setup of the system. Of course, let's not forget that this system has been implemented in some phases, but there are other processes that need to be implemented.

He continued: "The reason for the delay should be asked from the executor of this system, the Ministry's Exploration Office. I can be held accountable as far as it is related to the exploitation sector."

Solve system problems by the end of the year

Abbas Omidi, head of the Exploration Office of the Ministry of Industry, Mines and Trade, said that the cadastre system has alleviated the problems and concerns of mining activists in referring to organizations and the possibility of gathering in these places and subsequent coronary heart disease. He said that no one refers to the province's industry, mining and trade organization anymore, and that all mining activists follow their work through this system.

The former Deputy Director General of the Exploration Office of the Ministry of Industry, Mines and Trade pointed to the applicant's rights and specified: it is famous. This amount varies in different mineral groups and is approved by the Supreme Council of Mines every year. Due to the operation of the cadastre system and the outbreak of the corona virus, it is no longer necessary for the mining activist to go to the bank and pay this amount, but by entering the system, he can pay it in the specified section.

He continued: "Even the supply of fuel for the mines is done through this system; it is enough for the operator or technical manager to enter his production statistics in the system."

Pointing to the importance of communicating with the Ministry of Industry, Mines and Trade, he said: "Although the system was active before Corona and the applicants proceeded in this way, but with the onset of this crisis, the system has become more visible."

Asked why the system is not popular among some mining activists, Omidi said: "The Ministry's exploitation department should be held accountable for delaying the operation of this system, but in the Ministry's exploration department, it should be said that according to Note 3 of Article 6 of the law." Mines Since 1393, when the system was created, we have issued licenses regularly and online, and we have followed up the registration and issuance of applications.

The head of the Exploration Office of the Ministry of Industry, Mines and Trade, in response to the question that some mining activists complain about the system's uncertainty and sometimes delays for several days, said: "Like all cases in which we have internet outages in the country, But it must be said that this is a temporary issue and does not cause any particular disruption in the work process.

Omidy said the cadastre system has not yet been completed and has shortcomings in technical matters that need to be addressed. The exploration department is only part of the technical work process, and the rest is in the hands of the Ministry's Deputy for Renovation and Administrative Transformation. At the end of his speech, he expressed hope that by the end of the year, the problems of the system for the users will be completely solved.
