The exploitation license will not be issued until the discovery certificate is issued, and the two are interdependent. After this stage, we will witness the extraction and exploitation phase of the mine.
According to statistics released by the Ministry of Industry, Mines and Trade in the first ten months of last year, the number of discovery certificates issued in the field of mining has increased by two and a half percent and the exploitation license has increased by three percent.
According to the report, in the first ten months of 1397, two hundred and eighty-two certificates were discovered and in the same period of 1398, two hundred and eighty-nine discovery certificates were issued, which has increased by two and a half percent compared to the same period last year.
Also, during this period, the number of exploitation licenses issued was three percent higher than the same period in 1397. Three hundred and thirty-three exploitation licenses were issued in the first nine months of last year, while the amount of issuance of this mining license in the same period of the previous year was three hundred and thirty-two items. In contrast, during the mentioned period last year, five hundred and four exploration licenses were issued, which shows a decrease of fifteen percent compared to the five hundred and ninety-three exploration licenses issued in the first ten months of 1397.

Issuance of a certificate of discovery is not a sufficient condition
Ramazan Ali Sobhanifar, a member of the Industries and Mines Commission of the Islamic Consultative Assembly, said: "It is natural that due to the geographical and climatic conditions of our country, mines should not be less important than other energy sources such as petroleum products and they should be as important as oil."
"This is a positive thing, but we have to pay attention to the fact that it is not enough to grow the mining sector alone; for example, in the mining issue, we have not grown as much as we should, and we have to work hard," he said. .
The representative of the people of Sabzevar, Jaghtai and Joven emphasized that exploration work is costly and the necessary facilities for this area have not been considered, saying: "Maybe many licenses have been issued in the field of mine discovery, but we must be empowered in other areas as well." For example, the extraction license has not been issued sufficiently in the country and the volume of harvest has not reached the expected level.
Sobhanifar stressed: "The country's mines should be supported more so that we can have more extraction and replace oil with minerals and reduce oil exports."
The member of the Industries and Mines Commission of the Islamic Consultative Assembly, while presenting a proposal to increase the extraction license in the country, said: Financial resources should be provided to miners in the form of facilities and new machines should be imported in proportion to mining work to provide facilities and miners. Be able to extract more. Unfortunately, due to the lack of appropriate facilities and machinery, the type of mining in the mines has often been in the form of soldiers and tunnels. This type of harvest both destroys the environment and does not produce the expected harvest.
Noting that the processing sector in the mining sector has grown significantly in the country, the MP said: "Although in the past less attention was paid to the mining sector, and unfortunately if attention was paid more to raw material sales, but fortunately in the last six years The mine has grown very well, which can be seen in the mineral processing sector. He expressed hope that more attention will be paid to the issue of processing in the new year.
The result of the growth of exploratory operations
Assadollah Keshavarz, director general of the Exploration Office of the Ministry of Industry, Mines and Trade, also said that the issuance of certificates of discovery and exploitation licenses for mines increased last year, and it can be said that the percentage of this increase has been significant.
Noting that the sanctions created an opportunity for the mining sector to grow, the director general of the Ministry of Industry, Mines and Trade's Office of Exploration Affairs added: "The main reason for this growth can be attributed to the imposition of oppressive sanctions that have benefited the mining sector." At the time of the sanctions, the abolition of Borjam and, as a result, the pressure on the country was the only part that was able to survive.
"Despite sanctions, the mining sector has become not only weaker but stronger," he said. In this process, although the import of some materials into the country was restricted or banned altogether, this increased the competition between the private sector and the government for further exploration. Thus, we have a growing growth in our mining sector compared to previous years.
The Director General of the Exploration Office of the Ministry of Industry, Mines and Trade, noting that part of this growth was influenced by the actions of previous years and the growth of exploration operations, said: The number that was announced last year and showed an upward growth was the part that belonged to 1392 or 1393, which has gone through a 5-year process.
He continued: "This is more evident in metals, because their scope of work is more time consuming and costly." In fact, metals have a much larger operating volume than non-metallic minerals.
Regarding the importance of the discovery certificate, Keshavarz said: "If this is the first time that a mine has been exploited, the exploiter is faced with the first ring, which is the discovery of exploration operations and the discovery certificate." The exploitation license will not be issued until the discovery certificate is issued, and the two are interdependent. After this stage, we are witnessing the stage of extraction and exploitation of the mine, and measures must be taken for its growth.
